Candor, officially the Republic of Candor, also known as the Grand Republic of Candor is a micronation in Asia, enclaved by Hong Kong, China. Located on the Kadoorie Hill in Kowloon, Hong Kong, the micronation covers a total land area of 0.12 km² (0.046 sq mi) with a population of 16 certified citizens and an estimated total of about 1200 non-certified recognized citizens.

Candor is landlocked with no natural source of water. The Candorian territory consist of green areas of trees and bushes with multiple roads connecting to other roads in Hong Kong, with only two security checkpoints between the borders which has iron fences in some parts but mostly natural borders of rocks and steep slopes along the hills.

The republic was officially formed after the signing of the constitution on 11 November 2022, since the day was also the World War I remembrance day, it became a tradition to wear a red poppy during the celebration in tribute to the ones who have died during World War I. However, the Ministry of Propaganda which went by its name has existed since September of the same year founded by the same founders of Candor, the ministry still exists but as one of the five direct ministries of the government of Candor. It is believed that the ministry was the first form of the government therefore it is reasonable to say that Candor was "partially" founded in September 2022.

Etymology

Candor derived from the word "Kadoorie" which is the official name of the location claimed by the government of Candor, called the Kadoorie Hill. The hill was named after the Kadoorie family who were originally Mizrahi Jews from Baghdad established in Mumbai, British Raj India, having their business subsequently centred in Shanghai and later in Hong Kong from the 19th century and the 20th century onwards respectively.

In English, the word "candour" means the quality of being honest and the frankness. It is widely considered a positive word thus it is said to be the alternate cause to the naming of the nation. The name of the de facto capital, "Elialis" comes from the Latin word "ilia" which means "jade", a kind of mineral used in making ornaments and jewellery especially in East Asia.

The Chinese name of Candor "瓊頂" stands for "jade peak" depicting Candor's existence on a hill, while the name of the municipality Elialis in Chinese "瓊京" means "jade capital".

History

In September 2022, the Ministry of Propaganda was founded claiming to be the governmental entity of the territory code named as "9M" located on the Kadoorie Hill. In November 2022, the constitution has begun to be drafted and ministerial meetings were held to suggest the official independence and the establishment of a diarchic republic to secure the rights and freedom of the people. On 11 November of the same year, independence was declared with the constitution published.

The republic states to look for collaboration with the internationally recognized government in Hong Kong rather than being recognized as a revolutionary and anti-governmental organization during the declaration. The government in Candor also declared their neutrality while also being an observer state of the Eintrachtian Commonwealth.

Pre-independence

The Kadoorie Hill is located in the Kowloon City District of Hong Kong which has historically been a part of many Chinese dynasties since the Qin Dynasty and officially a part of China since the Han dynasty in 206 BC. In October 1860, the Kowloon Peninsula was officially ceded to Britain after the signing of the Convention of Peking. Since the early 20th century, most properties located on the Kadoorie Hill was owned by the Kadoorie family, thus the hill was named after them. Large portions of the hill are consist of expensive properties including large mansions and a school.

Declaration

Between September and October of 2022, the Ministry of Propaganda, also known as the Commune of 9M, was a social-democratic semi-military government with the Generalissimo acting as the Secretary of State. The state was a loose part of the former crown dependency of Eintrachtia which continued its legacy after the unofficial withdrawal of forces from the colony of Penguinsia in Hong Kong in 2021.

On 11 November 2022, an unofficial declaration of independence was signed by two of the first elected Chancellors of Candor, and the publishing of the constitution, the Republic of Candor was officially declared and the day was made a national day also known as the "Candorian Day". It has also became a tradition to wear a red poppy on that day to pay tribute to those who has lost their lives during World War I, which was mainly because of the fact that 11 November is the day when World War I officially ended.

The government of Candor also declared neutrality on 12 November 2022.

Geography and climate

Candor is located on a hill with vegetation of trees and grass. With slight urban development with low-rise buildings and mansions scattered over the hills compared with densely packed buildings below the hill. Steep slopes can be found often around the hill and acts as natural borders of the country, man-made structures are sometimes also built over the slopes and small cliffs.

Candor is located south of the Tropic of Cancer; with humid and hot summers with temperature around 25°C to 32°C (77°F to 89.6°F), while in winter, the weather is dry and cold with temperature around 5°C to 12°C (41°F to 53.6°F). The climate in Candor is relatively stable with some occasions of typhoons.

Government

Candor is a constitutional republic with two heads of state called the Chancellors, the head of the government is the Secretary of State who often acts as the minister of foreign affairs as well. Executive power is exercised by the Chancellery, while the National Council holds the legislative powers and the judiciary is the Supreme Court of Candor. Chancellor elections are held every two years and candidates shall be first approved by the National Council via voting. The National Council is separated into two houses, namely the Council of Aristocrats and the Council of Councillors. The councillor elections are held every year and are the people's representatives; while the aristocrats are provincial governors and president of communes, who are elected every year along with the councillors. The Supreme Court executes the law on the will of fair trial of the people, justices and judges are appointed every year by the chancellors.

The government is founded on the constitution, thus powers are given to the people. The government of Candor is founded on the day of establishment, with the official signing of the constitution held on 11 November 2022.

Administrative divisions

The Republic of Candor is divided into 2 municipalities and 6 provinces, the municipality of Elialis is the largest municipality which also engulfs 5 communes within it. Candor does not have an official capital, however, its governmental centres and administrative ministries are mostly located in the municipality of Elialis, thus making it a de facto capital, the administrative centre of Candor.

Each administrative division consists of governors, provincial or community councils responsible to the National Council and provincial and community courts as divisional judiciaries. Each governor of division is elected every year and the governor's duty is to represent the people of that division in the National Council.
