Hōrana officially the State of Hōrana is one of the four union states of the Arstotzkan Union. It is the political union of the Te Whakapaipai and Angliyskiy Territories. In comparison to the other four states, Hōrana is the smallest. However is the second largest by population with 404 people.

Hōrana covers the largest amount of area by far as all territories in the Arstotzkan Union that are located on the New Zealand North Island from south of the border between Auckland and Waikato regions all the way south to Wellington. All regions are covered in this except any territory that is part of the Tauranga Micronational Area (which covers Tauranga City west to Katikati, East to Te Puke, South to the Bay of Plenty / Waikato border on the Kaimai's and North to Mayor Island).

History

Hōrana was founded along with the other States of the Arstotzkan Union on 11 January 2023 with the passing of the Land and Territories Act 2023.

Similar to how the Angliyskiy Territory was founded as the first territory of the Arstotzkan Union, Hōrana was the first state to be founded and became the starting point for all the other territories and states. It was founded on 27 December 2022, the three year anniversary of the creation of the first territories and on 11 January 2023 was officially codified as a state.

Nine months later, the Te Whakapaipai Territory became the first territory to be relocated. On 4 November 2023, the Te Whakapaipai Territory was relocated from Wellington Central to the Aro Valley. On 10 November 2023 the Te Whakapaipai Territory had its boundries established and has now become the most strategically perfect locations for protection from an invader.

Originally it was known as the Central Arstotzkan State along with the other four Arstotzkan States until First President Ethan Brinkman decided the names were very bland and decided to rename the states with Māori names to better suit the link between the Arstotzkan Union and New Zealand.

Government

The Hōrana is led by the State Council of Hōrana which reports to the House of Representatives. Ethan Brinkman who is the Territorial Commander of both territories, is the Council Chairman of the State.

Military

The People's Armed Forces operates one base of operations in the state. The People's Armed Forces Base: Fort Aromaunga is located in the Angliyskiy Territory and is one of the largest operational military bases in the Arstotzkan Union. It is home to the 22nd and 23rd Battalions of the 2nd Army Infantry Regiment as well as the entire 3rd Aerial Combat Regiment of the Arstotzkan Army Corps. The Arstotzkan Union Reserve Force is the other branch stationed at Fort Aromaunga, with the 11th Battalion having a permanent station on the base.

Fort Aromaunga is considered one of the four main bases for the PAFAU and is considered the 'stand-by' base for the event of a major catastrophe in New Zealand. Operation: Safeguard has the base used as a "Cheyenne Mountain Complex-like command centre" in the event of a major catastrophe and will be the place were the Office of the Presidency will be moving to.

Transport

The Arstotzkan Federal Highway and Transport Authority operates two roads in the Hōrana. State Highways 3 and 7 are the two highways located in Hōrana.
