The General Secretary of the Communist Party of the VISSR, is the de facto leader and head of state of the Vancouver Island Soviet Socialist Republic. The General Secretary is the head of the VISSR's ruling communist party and the highest-ranking government official within the Supreme Soviet, the legislative branch of the VISSR. The General Secretary is a standing member of the Central Commitee and Supreme Commander of the Armed Forces.

The General Secretary is nominally chosen by the Central Committee by means of an unanimous vote. As the VISSR is a one-party state, the General Secretary holds ultimate power and authority over state and government, and is therefor considered the "paramount leader" of the Vancouver Island Soviet Socialist Republic
