The Kingdom of Norvika, often known as Norvika, is a self-declared sovereign state referred to by external observers as a micronation. The nation is located in the United Kingdom, despite claiming land elsewhere, and was founded on 25 October 2023 by King Colin I.

Norvika is a constitutional monarchy - with a monarch as the head of state and an elected prime minister as head of government. The government is accountable to the bicameral parliament. The Constitution of Norvika provides the basis for governance of the kingdom, the role and powers of the monarch and parliament's functions.

History

Norvika was established by its first monarch, King Colin I, on 25 October 2023. On 25 October 2023, the nation and monarchy were established and the earlier articles and chapters of the constitution were written.

On 26 October 2023, the constitution was finished and signed into force. The armed forces were established soon afterwards.

The flag was adopted on 28 October 2023, and the coat of arms on 29 October 2023.

Government and Politics

Norvika is a unitary state. It is under a constitutional monarchy with a parliamentary form of government. The Constitution of Norvika provides the basis for the Norvik political system.

Monarch

The Monarchy of Norvika is the hereditary head of state of Norvika.

The monarch is the supreme representative of the state and people of Norvika. They appoint all state officials and members of the upper chamber of parliament, call parliamentary elections, sit as commander-in-chief, and award titles and honours.

The monarch also has ceremonial duties such as performing the state opening of parliament.

Prime Minister

The Prime Minister of Norvika is the nation's head of government. They are appointed by the monarch from the lower chamber of parliament. The prime minister heads the government, chairs the cabinet (the executive branch), advises the monarch and tries to implement their government's legislative agenda.

The prime minister also nominates people to become cabinet ministers, receive titles of nobility and honours, and become senior bishops of the Church of Norvika.

The prime minister is the highest elected office in the nation.

Parliament

The Parliament of Norvika is the national bicameral legislative body of Norvika. It consists of a House of Lords and a House of Commons.

The House of Lords is the upper house of parliament and is appointed by the monarch. Its members consist of Norvik nobility and senior clergy from the Church of Norvika.

The House of Commons is the lower house of parliament and is elected by the Norvik people. Members of the house are elected by first past the post and represent single-member constituencies.

Parliament's role is to legislate as well as provide and scrutinise government.

Judiciary

The Supreme Court of Norvika is the highest national court. It handles civil, criminal, appellate, and constitutional cases in Norvika. The supreme court is the primary component of the Norvik judiciary, but parliament may "ordain and establish" courts inferior to the supreme court.

All Norvik judges, supreme court or inferior, are appointed officially by the monarch and establish justice in the monarch's name. The monarch may also dismiss judges, or the judges can be impeached by a majority in both houses of parliament.

Law and Order

The Norvik Police Service is the national civilian police force of Norvika. They are tasked with upholding Norvik law and swear to uphold it in the name of the monarch. The police service consist of civilian constables and is lead by the Chief Constable of Norvika.

The Norvik Police Service is regulated by the Ministry of Internal Affairs.

Military

Norvika strives to be a peaceful nation, but maintains armed forces in order to promote national interests and to preserve national defence.

The armed forces consists of three branches, which are:

  • Norvik Army
  • Royal Norvik Navy
  • Royal Norvik Air Force

The monarch serves as commander-in-chief of the armed forces, and the prime minister and minister of defence exercise some power over the armed forces on the monarch's behalf. The chief of the defence staff serves as the head of the armed forces and is the senior-most uniformed military officer.

Norvika has not been involved in any conflicts.

Culture

Norvik culture is inspired by European culture. The official language of the state is English. Christianity serves as the state religion, with the Church of Norvika being the state-sponsored official church. Besides religious holidays, Norvika celebrates Founder's Day and Constitution Day which both celebrate parts of Norvika's establishment.

The flag and coat of arms serve as national symbols and the national anthem is the King's Song.

Geography

While located in the United Kingdom, Norvika claims the Italian island of Dino. Research suggests the island is uninhabited so the Norvik government aims to fully try and establish the nation on the island should the right opportunities arise for this to become a possibility.

Norvika has claimed this island since 30 October 2023.
