His Imperial Majesty´s Council for Econian Culture is the body responsible for creating and preserving Econias cultural identity. It was formed on 10 January 2024 after the Riksting approved the Government Bill that included it. This bill was announced during the 2023 Opening of the Riksting and proposed to the Riksting Culture Comittee in December 2023. The Council, unlike most other Councils in Econia, is not a permanent institution. It is, according to the 2023 Council for Econian Culture Act which created it, to operate until Econia is deemed to have its own respected culture. The Council is led by the Sovereign and the Minister of Culture. It consists of people from all parts of soceity appointed by the Sovereign on the Ministers advice.
Function
The Council for Econian Culture consists of 13 Representitives of Culture appointed by the Sovereign on the advice of the Minister of Culture. These members come from all corners of Econian and swedish soceity and serve at His Imperial Majesty´s Pleasure. The Council is led by the Sovereign in their capacity as its Supervising Chairman. Unlike on the Defence Council and Council of State, the Sovereign does not get any special powers over the Council in this role. As Supervising Chairman their only roles are to officially appoint members of the Council on the Minister of Cultures advice, call extraordinary council meetings when asked to do so by the Minister and to supervise the Councils work and give advice.
Instead most of the power over the Council is vested in the Executive Chairman, who is the Minister of Culture. Theirs powers are also very limited, but they do decide on when extraordinary meetings should be called by the Supervising Chairman, can delay and cancel meetings, issues statements on behalf of the Council and is tasked with implementing Orders of the Council, which they first have to approve. It is through these orders the Council exercises its influence over the creation of Econian Culture. Any order that is approved by the Council and the Executive Chairman is to be implemented by the Department of Culture.
