Psi Islands offically known as the Commonwealth of the Psi Islands (CWPSI) is a conceptual state commonly known as a micronation located in Antartica that claims the Psi Islands, a group of small islands which lie close to the west side of Lambda Island in the Melchior Islands, The name, derived from the 23rd letter of the Greek alphabet, appears to have been first used on a 1946 Argentine government chart following surveys of these islands by Argentine expeditions in 1942 and 1943.the nation is de facto sucessor of the now defunct Leppa retaining its active citizenry,

History

The Melchior Islands are a group of many low, ice-covered islands lying near the center of Dallmann Bay in the Palmer Archipelago, Antarctica. They were first seen but left unnamed by a German expedition under Eduard Dallmann, 1873–74. The islands were resighted and roughly charted by the Third French Antarctic Expedition under Jean-Baptiste Charcot, 1903–05.

Charcot named what he believed to be the large easternmost island in the group "Île Melchior" after Vice Admiral Jules Melchior of the French Navy, but later surveys proved Charcot's Île Melchior to be two islands, now called Eta Island and Omega Island. The name Melchior Islands has since become established for the whole island group now described, of which Eta Island and Omega Island form the eastern part, while the Sigma Islands mark the northern limit of the islands. The group was roughly surveyed in 1927 by Discovery Investigations personnel in the RRS Discovery, and was resurveyed by Argentine expeditions in 1942 and 1943, and again in 1948.

The CWPSI was founded by Jan Stuipnik which had an Antartic micronation before. The Duchy of Kefonia. Later Jan and Shady meeted up to establish a new micronation. Morsi had a history of unsucessful micronational projects. Shady Morsi united with former citizens of his past micronations to form a pernament micronation Unlike with Shady Morsi’s other micronational projects. Morsi wanted to have a nation that fully commits to the 1933 Montevideo convention. And the Psi Island's partialy did , the Psi Islands where claimed due to its small yet archipelagic size, the Psi Islands as a state of international law possessd the following qualifications: a defined territory; government; and capacity to enter into relations with the other states. the Psi Islands however lacks a permanent population on the islands.

Shady Morsi was originally proposed as a candidate for the presidency but Morsi had no intrest in serving as Head of State. Ludmila Titarchuk a friend of Stupnik won the election for president unopposed. Titarchuk appointed Morsi as prime minster while Morsi appointed Stupnik as Deputy Prime Minister, This claim was however denied due the The Antarctic Treaty .

Government

The Psi Islands has a parliamentary government based on a mixed proportional and majoritarian voting system. Legislative authority is vested in an elected, Legislative Assembly and the Legislative Council, that represents social, economic, professional and local interest groups The Prime Minister, is head of government. The Prime Minister and the cabinet are appointed by the President and must pass a vote of confidence in Parliament The prime minister is the President of the Council of Ministers – which holds effective executive power – and he must receive a vote of approval from it to execute most political activities. The office is similar to those in most other parliamentary systems, but the head of the Psi Islander government is not authorised to request the dissolution of the Parliament of the Psi Islands.

The president of the Psi Islands, officially president of the Commonwealth is the head of state of . In that role, the president represents national unity, and guarantees that Psi Islander politics comply with the Constitution. The president is the commander-in-chief of the Psi Armed Forces . A president's term of office lasts for four years.

The Parliament consists of the Legislative Assembly and the Legislative Council In order for a person to be eligible to be a member of the Assembly they must: be a citizen of the Psi Islands, be 16 years old, is registered to vote, and is able to speak and read in English.

the Legislative Council acts as an advisory body to the the Legislative Assembly This body consists of 10 members. In order to be eligible to be a member one must be 18 years old. Members of the Legislative Council are appointed by the president and represents social, economic, professional and local interest groups The Legislative Assembly powers are defined by the Constitution and they include: defining economic, legal and political relations in the Psi Islands, preservation and use of its heritage and entering into alliances. The Legislative Assembly has the right to deploy the Psi Islander Armed Forces abroad, and it may restrict some constitutional rights and liberties in wartime or in cases of imminent war or following natural disasters. The Legislative Assembly enacts legislation, passes the state budget, declares war and decides on cessation of hostilities, adopts parliamentary resolutions and bylaws, adopts long-term national security and defence strategies, implements civil supervision of the armed forces and security services, calls referenda, performs elections and appointments conforming to the constitution and applicable legislation, supervises operations of the Government and other civil services responsible to the parliament,

Judiciary

The judiciary is independent of the executive and the legislature.

It consists of a typical British-style court system of local Magistrates Courts, a High Court and a Court of Appeal. The High Court is a superior court of record with unlimited original jurisdiction to hear and determine any criminal, civil or constitutional cases under any law. Appeals can be heard by the Court of Appeal. The Head of the High Court is the Chief Justice.

The Court of Appeal is the highest and final court in the country and deals with appeals from the High Court and the Industrial Court. The Head of the Court of Appeal is the Judge President. The Supreme Court of the Psi Islands acts as the supreme legal source, in which the court possesses unlimited original jurisdiction to hear any cases. The court has a Chief Justice as well as a number of other judges, in which the number is determined by the CoD. The Chief Justice is appointed by the President, as well as all of the other Justices but these can be advised to the President by the Legislative Assembly. In order to be qualified to be a judge on this court one must have either been a judge, been an attorney, been a law professor with a law degree, or been a Chief Magistrate. Appointments to this court are until the person reaches the age of 70. The only other reason a judge would leave the high court is if the Legislative Assembly decides the person is no longer able to properly perform their duties.

Administrative Divisions

Due to the Psi Island's small size the country is divided in municipalities. which also serves as electoral constituencies for the Legislative Assembly The muncipalties, have a permanent constitutional status and, in comparison with the situation in other countries, a high degree of independence. However the government determines the powers and responsibilities of its municipalities. These may include providing local government services such as education, medical and social services, public transportation, and tax collection. The degree of centralization varies from one municipality

Municipalities are generally governed by an executive council headed by a president or mayor. Legislative authority is exercised by a town meeting of all citizens, or by a municipal parliament, depending on the size of the municipality, and on cantonal and municipal law. In some cantons, foreigners who have lived for a certain time in Medopolania are also allowed to participate in municipal politics. As at the cantonal and federal level, citizens enjoy political rights, including direct democratic ones, in their municipality.

the Psi Islands has operated under a two-party system since its foundation the major parties have been the United Commonwealth Party and Progress, they have been seen as a "Generic left and Generic right" party, altough the United Commonwealth Party is a big tent catch-all party that emphasizes unity, progress, and shared purpose. Parties must promote the participation of the people in the democratic life of the country, contribute in the representation of the nation and citizens, and be the access through which citizens can participate in public office, through whatever programs, principles and ideals they postulate. The Psi Islands has no formal military though the government is in the process of forming an armed forces that focuses on the line infantry regiment, service and support unit and coast guard. the projected has the responsibility for several different roles: internal security, prevention of drug smuggling, the protection and support of fishing rights, prevention of marine pollution, search and rescue, ceremonial duties, assistance to government programs, provision of relief during natural disasters, assistance in the maintenance of essential services, and support of the police in maintaining law and order.

One Psi Pound (PSψ) divided into 100 cents Altough there are propospals to discontinue subunits .

Climate

The climate of Antarctica is the coldest on Earth. The continent is also extremely dry (it is a desert), averaging 166 mm (6.5 in) of precipitation per year. Snow rarely melts on most parts of the continent, and, after being compressed, becomes the glacier ice that makes up the ice sheet. Weather fronts rarely penetrate far into the continent, because of the katabatic winds. Most of Antarctica has an ice-cap climate (Köppen classification EF) with very cold, generally extremely dry weather.

Wildlife

Penguin species found on the Psi Islands, include the chinstrap penguin, emperor penguin, gentoo penguin and the Adelie penguin.. The exposed rocks on the island is one of many locations on the Psi Islands that provides a good habitat for rookeries. The penguins return each year and may reach populations of more than ten thousand. Of these the most common on the Antarctic Peninsula are the chinstrap and gentoo, with the only breeding colony of emperor penguins in West Antarctica an isolated population on the Dion Islands, in Marguerite Bay on the west coast of the peninsula. Most emperor penguins breed in East Antarctica.

Television and radio is very irregular Like the Netherlands. the Psi Islands shares the Dutch three television and five radio networks together with a number of commercial channels. All newspapers are privately owned.with the biggest being the the Epsillon, which is a direct clone of Time Magazine it published monthly, and consisting of articles about current events both in the Psi Islands and abroad

Sport

Basketball, hockey and association football are most popular among men whereas swimming is most popular among women. Judo, volleyball and tennis are also very popular. The country's prime football league is the Staatsleague, which provides its national (association) football team with most players.
