The Nazione Oscura Caotica is a micronation italian.

History

In 2004 Lukha B. Kremo (Gianluca Cremoni Baroncini), an Italian science fiction writer and musician, decided to take an artistic action, a n/action, so he first declared autonomy on September 18, 2004 during an art exhibition in Casier, Treviso, Italy. On December 16 in a public venue in Milan (actually an occupied art gallery named La Cueva) he declares independence from Italy of the Kaotica Obscura Nation, effective from the solstice, that is, December 21, 2004. It appoints a government with ministers and ambassadors (including writers Vittorio Curtoni, Vittorio Catani, Sandro Battisti, and Giovanni De Matteo), creates a currency (the avatär), a passport, several sets of stamps, and a national anthem that it plays in the local.

After joining Loss (see), in 2008, when he purchased property in Torriglia, he renamed it to the Neorepublic of Torriglia, recalling the Partisan Republic of Torriglia created during World War II (see in: De facto Administrations).

In 2010, he inaugurates the blog showing the work of the government voting its assent or dissent in elections of major premiers around the world.

In 2013, it endowed itself with a new Constitution, which protects all forms of life, including plants and mushrooms. Laws include the legalization of euthanasia and the death penalty applicable only to those in favor of it.

In 2014, on the occasion of owning a second home in Livorno, he created the rib of Livorno Città Aperta, which together with the Neorepublic of Torriglia forms the Chaotic Dark Nation (NOC).

In 2014, Kremo moved to Gran Canaria for a few months, appointing himself Chaotic Ambassador of Spain and African Lands. On April 28, 2013, due to an institutional crisis in Italy, the NOC decides to freeze diplomatic relations with Italy, writing a lengthy blog statement and sending a camping popsicle to the Quirinale (the seat of the Italian president).

THE SAME DAY a man attempts to enter the Quirinale to carry out an assassination attempt; he is stopped, but manages to seriously injure two Carabinieri, and the NOC is forced to declare its extraneousness to the events.

The crisis is resolved on May 17, 2019, when Kremo meets with Italian Minister of Justice Alfonso Bonafede at the Livorno Court building, who mistakes him for a magistrate, shakes his hand and congratulates him. This gesture is interpreted by Kremo as implicit Italian recognition of the NOC.

Government

The government is composed of 9 ministers, a keeper of the Seals coordinated by the President of the Chaotic Dark Republic Lukha B. Kremo, science fiction writer and more. Since its founding, there have been 4 five-year terms and 1 three-year term. Ministers along with eligible voters vote on major world issues (results are made public on the official blog).

The NOC issues its own passport, has its own banknotes (currency: Avatar), since its inception has been printing an annual series of stamps, which it distributes for free in the mail-art circuit.
