The Lovinian National Council is the Captaincy of Lovinia's unicameral legislature. The present members are previous members of the Lovinian Interim Assembly, who were elected last year as members of the then-Lovinian Federal Congress on April 20, 2021.
The Members of the Lovinian National Council have been elected and took their oath on January 1, 2023.
History
The Legislature from 2016 to 2019
Lovinia has a variety of legislatures for the previous sorts of administrations. From 2016 to 2018, Lovinia did not have elections, and the executive branch exercised legislative authority.
In 2019, the then-Lovinian Federal Republic elected its first legislature, the Lovinian House of Representatives as the upper chamber and the Lovinian Juniors' Congress as the lower house. However, the scheduled meeting of both chambers has been postponed until 2020. When the pandemic struck, both houses of the Lovinian Congress were rendered ineffective, resulting in the dissolution of Lovinia.
Lovinian Federal Congress
The Lovinian Federal Congress was given legislative powers upon the establishment of the Federal Peoples' Democratic Republic of Lovinia and its constitution. On April 20, 2021, the Lovinian Federal Congress was elected. The following are the members of the Lovinian Federal Congress, which were Independents:

The Lovinian Federal Congress had its first and only session from July 15 to August 6. Elena Navidad was elected as its Speaker. Following its session, fourteen laws, namely;

Lovinia declared its transition phase following the session of the Lovinian Federal Congress in September.
Lovinian Interim Assembly
The Lovinian Interim Assembly only convened on the 25th and 28 June. They merely needed to ratify the new constitution. The Lovinian Interim Assembly was composed of John Nobleza, Josephine Nobleza, Elena Navidad, Gerardo Corpuz, and Sonia Valenzuela.
Lovinian National Council
The Lovinian National Council is given legislative authority under Article 17, Section 1 of the Captaincy of Lovinia's Constitution. Additionally, they will be part of the Captain-General's Cabinet.
Members of the Lovinian National Council will serve on an interim basis beginning July 1. The Lovinian National Council will be known as the Interim Council for the meantime.
On January 1, the new members of the Lovinian National Council were sworn into office, with the Sulong Lovinia Party, gaining 5 seats. The People Power Party got 2 seats, while the Independent Politician's Group got a seat. On the same day, Elena Navidad was elected again as the Speaker, but in a permanent capacity. The election for the reserved seat is not yet done, thus a seat is vacant.
The Lovinian Elections Commission set the elections for the youth representative on 9 April, using the first-past-the-post (FPTP) system. People aged ten (10) to twenty-one (21) are allowed to run and vote for the position.
Powers and Functions
According to the Lovinian Constitution, the Lovinian National Council shall perform the following;
- to support the nation's defense;
- ratifying treaties, which is voted by the 2/3rds of the Lovinian National Council;
- to govern immigration, emigration, naturalization, and citizenship;
- to levy import-based taxes, duties, and tariffs;
- to levy income taxation;
- to regulate and issue currency;
- to confirm the appointments created by the Captain-General;
- to establish a national postal service;
- to seize and/or cease territory;
- jo remove and impeach the Captain-General, and members of the National Board of Peacemakers;
- to define national crimes and impose punishments in accordance with local customs and traditions;
- to amend the constitution; and
- other duties set by legislation, decrees, orders, or memorandums.
All members of the National Council will hold specific Standing Committees and shall serve as the Head of its' equivalent to the Cabinet.
Speaker of the National Council
According to Article 17, Section 20 of the Captaincy of Lovinia's Constitution, the National Council shall have a Speaker who is elected by at least 70% of the National Council. He or she will be the first in the Captaincy Line of Succession. In the absence of the Speaker, the National Council must designate who would serve as Speaker Pro Tempore. In the event that a Speaker resigns, they must elect a new Speaker to serve for the remainder of the term.
Composition
According to Article 17, Section 5 of the Constitution of the Captaincy of Lovinia, at least nine members will be in the Lovinian National Council, and two more seats will be designated for young people and Lovinians who live abroad. They will be chosen using closed-list proportional representation, with the exception of reserved seats, which will be elected using the first-past-the-post system.
