The National Senate was the federal unicameral legislature of the State of Norton. The body consisted of the President of Norton (a reduced role within the legislature); and the elected Senators which made up the legislative body. Each element had its own officers and organisation. The President, as the executive head of state submitted bills (often government law/policy proposals) to the senate for approval. The President also held the constitutional authority to veto any laws/bills proposed by the senate.

The twenty-four members of the National Senate—called Senators—each represented a district within their province. The Senators were elected for a single one-year term, however the President could execute his constitutional right and prorogue or dissolve Parliament, the latter in order to call a general election.
