Otter

Otter was the original leader of Hand Turkey. Being a First Generation Hand Turkey granted Otter power, more than the others at the time. President Karr took most of the power from Otter during the small timeframe in which Otter wasn't around. Prime Minister Otter has since disappeared from the scene, only to return a few days out of the month. The Prime Minister didn't directly give President Karr power, but Karr took it anyways. As of now, Otter is MIA and will hopefully return soon.
