The President of the Dubovian Socialist Republic (Slovak: Prezident Dubovskej socialistickej republiky) is the executive head of state of the Dubovia and the supreme commander of the Dubovian People's Army. The President is directly elected for a term of four months, which may be renewed once, consecutively. The President may not serve as a minister, a deputy nor a judge.

History

The presidency was founded in August 2023 together with the state. During the era of the Provisional Government, the President was also the chief executive. The only officeholder so far is Mišo, who was elected by the Provisional Government and afterwards by the Supreme People's Assembly.

Until 31st March 2024, the Presidency was a mostly ceremonial function with certain reserve powers, akin to presidents in other parliamentary democracies. The President is not part of the executive branch, but can influence its policies directly (e.g.: legislative initiative) or indirectly (e.g.: putting pressure on politicians).

Under the current constitution, the President is the head of the executive branch, which is made up of the President and the Government led by the Prime Minister. The President is responsible for directing the foreign policy and the Dubovian People's Army, in cooperation with Government. The President may directly influence the Government to do domestic policy through presiding over its meetings or presenting legislation to the Federal Assembly.

Election

The President is directly elected via a two-round system. Nominations are open for 24 to 48 hours and citizens are able to nominate themselves. The candidate who wins above 50% of the vote in the first, or if necessary, in the second round is the winner of the election.

The Federal Assembly can impeach the President for treason and violating the constitution by a two-thirds majority. In such a case, the Judicial Council decides on guilt. If it finds the President guilty, they are removed from office and banned from holding any federal office.

Powers

The President has pretty broad powers, but their main duties are to direct, formulate and execute foreign policy of the state, to discuss, ratify, to negotiate treaties and to also deal with issues of national defence from his position of Supreme Commnader.

The President may also propose laws, signs and promulagtes law (may use a suspensive veto or may request the Judicial Council to determine their constitutionality). The President appoints and recalls the Prime Minister and on their proposal, also appoints or dismisses other members of the Government. They may also call and preside over the meetings of the Government.
