Secundomian Consul

The Secundomian Consulate was a system of governance in early stages of the Republic of Secundomia. Two leaders were appointed with near-absolute powers in the infancy of the Republic. They were charged with significant temporary responsibilities in late 2009 until a new president was elected.

History

The Secundomian Consuls were appointed in the aftermath of the Secundomia Skillz war, with one representing each participant. The Kingdom of Secundomia selected King Parker I and the Republic of Skillz selected former president Spencer I. The two consuls were to consult with each other on all decisions and were required to agree. In practice, Parker made more of the public decisions with Spencer serving in more of an advisory role. The two consuls drafted a constitution and Spencer I left office in January 2010 after the Co-Presidents were elected. Parker I stayed on as a co-president into 2010.

Powers and Responsibilities

The Consulate were charged with drafting a constitution for the young nation. Although there was not an explicit sunset to their powers upon the incipience of Secundomia, the two Consuls agreed that a democratic republic with a presidential system would be the best way to attract new members. Therefore, after drafting a constitution, the two agreed to step down to whoever won the 2009 Secundomian Election. Citizens were required to sign the constitution to remain members of the country.

The Consulate were also responsible for approving and recruiting new citizenry. This role was perpetual in order to avoid a president changing the demographic structure of the nation without consulting the two leaders. Throughout the Republic's existence, a majority vote on each new citizen was required by a group consisting of both former Consuls and the current President.
