Velero is the de facto capital city of the Phillip del Sur Territory of Phillip. The city was established where the flag of Phillip was planted during the invasion of the territory.
Etymology
"Velero" means "sailboat" in Spanish. The word represents how the territory is the only subdivision in Phillip with direct access to the ocean.
