His Majesty, Victoriano I, Rex Cecilli (born November 22, 1943) is a Cecillic micronationalist and monarch reigning as the first King of Cecillo since his coronation on November 12, 2020. His reign has been characterized by quick military growth, the fight against White Masks terrorists, and the organization of the first Plebeian Council elections. He is also known for being the first hereditary monarch of the lands once claimed by Flario (an older incarnation of Cecillo) who is actually his family's most senior member.
Early life
His Majesty was born Victoriano Nariz Benitez in San Fernando, Bambang, Nueva Vizcaya and is the son of a rich landowning father and studied as a geodetic engineer. Because of his father's community donations and his own contributions to the local community, he is widely regarded by the Philippine citizens in the area. Being one of the very few land surveyors in the town, he is often recognized really easy since he had and currently has several clients who request titling and land surveys.
Micronationalism
Grand Duchy of Flario and Republic of Eltino
During the era of the Grand Duchy of Flario, he was the head of the Central Bank which was responsible for printing the Flarian and Eltinoan banknotes from 2018 to 2020. He was also the mayor of the city of West Estragon (now known as the Cecillic capital Nagusi). However, as Eltino fell and some former territories being transferred to the rulership of Max I of Hilltop from the Nottingham-Stinocolun Empire (later Kingdom of Woodshire Hill) in late 2019, the Central Bank was abolished.
Kingdom of Cecillo
As he was crowned on November 12, 2020, he vowed to make this average micronation into a powerhouse. As such, during he reign, he rapidly militarized the country and issued several edicts and acts in order to fix the country early on.
Militarization
His militarization involved the acquisition of several arms for the Errege Army and the commissioning of different weapons (although this failed). One such weapon was the Lantaka Cannon which was meant as a noisemaker artillery and was supposed to be used for the first time in Christmas of 2021 but was unable to be built due to unavailability of resources including the calcium carbide charge. Nonetheless, the Errege Military was strengthened, new ranks were introduced, and the army grew.
As the threat of the White Masks group, a terrorist group made up of Princeps Secundus Jerard Benitez' classmates, became more apparent, conscription was ordered and managed to bolster the Errege Army's ranks to 4 soldiers during the crisis. After the Battle of Vortani, the soldiers in the battle were celebrated by His Majesty, the latter having gained praise from his citizens.
