The Commonwealth of Solsalida, more commonly known as Solsalida or the Commonwealth, is a micronation in Australia. It was established on 2 April 2022. It operates primarily within New South Wales. The Commonwealth was founded on the principles of anti-capitalism, municipal libertarian socialism, organisational self-management, and mutual aid. It aims to ultimately replace the modern capitalist society with a socialist one. There are no specified subdivisions, though a framework for the formation of future subdivisions is in place.

The power structures of Solsalida are built "from the bottom up", meaning the lower divisions of power hold the most power, while the higher divisions, like the national government, hold the least. In its current state, as of 2 April 2022, this means Solsalida is a de facto direct democracy, due to the small bureaucracy and population size. This system can be hypothetically expanded, so that each subdivision, or "municipality", holds almost complete sovereignty, with inter-municipal affairs, like education, facilitation of resource transport, or military organisation, being handled by the overarching People's Council. The People's Council, in its current iteration, legislates for, and coordinates, the Commonwealth. Laws must be passed by referendum, but are drafted and proposed by the People's Council. Elections to the People's Council happen every two years, though the creation of new seats in the People's Council warrants an election for that particular seat.

The Commonwealth of Solsalida maintains a pacifist stance with all foreign powers, only utilising military action should a direct threat be presented.

Etymology

Solsalida derives from the Spanish phrase "salida de sol", meaning sunrise.

A commonwealth is a "political unit ... [in which] supreme authority is vested in the people".[1] A commonwealth may be synonymous with a republic, but the term republic necessitates the need for a president more than the term commonwealth.[2]

History

The Commonwealth of Solsalida was founded on 2 April 2022 in a reaction to the hegemony of the capitalistic world order. It aims to aid anti-capitalist and socialist movements through donations, volunteer work, and cooperation with Australian anti-capitalist political parties.

Politics and government

The Commonwealth of Solsalida is a libertarian socialist semi-direct democracy. Therefore, political power lies in the hands of the people, rather than in the national government (People's Council). Legislation is drafted by the People's Council, at the behest of its members or of the general public, and is presented to citizens in the form of a referendum. Should the legislation pass by majority, it will be adopted by the People's Council as a law, which affects all municipalities within the Commonwealth.

Municipalities within the Commonwealth may draft their own legislation, within their respective jurisdictions, under a direct-democratic system.

Law and order

No formal police force exists. Community crime-prevention watches are organised independent from the national government. National laws regarding education, welfare, and healthcare are expected to be upheld by each individual municipality. The Charter of the Commonwealth of Solsalida is considered to be a binding contract that citizens are expected to recognize and agree to abide by. Breach of the Charter may result in revoked protection by, or cooperation with, municipalities and individuals.

Foreign relations

The Commonwealth of Solsalida is currently unrecognised. It does not have formal relations with any micronation or macronation.

Military

Standing army

The army is structured around the principles of guerrilla warfare and self defence. Currently, military capabilities lie only in ground forces. The command structure follows that of the Australian Army Cadets. The general, or head of the army, is appointed every 2 years by the People's Council.

Possession of lethal weaponry

Citizens are entitled to possess lethal weaponry if they have completed a national army training course or have another form of national or municipal weapons license, though the use of lethal force outside of self-defence is a breach of the Charter. The People's Council can call on armed non-military personnel to defend territory in the case of foreign invasion or insurrection. These non-military forces are referred to as militias. Militiamen are considered combatants.
