The Government of the Dubovian Socialist Republic (Czech: Vláda Dubovské socialistické republiky, Slovak: Vláda Dubovskej socialistickej republiky) is the supreme executive body of state power in Dubovia and also serves as the republic's cabinet.

The Government is composed of the Prime Minister, Deputy Prime Ministers and Ministers, all appointed and recalled by the President of the Republic. The Government serves for as long, as it has the confidence of the Federal Assembly to which it reports. Both the Government as a whole and its ministers individually are accountable to the Federal Assembly and are obliged to report to the President at will. The Prime Minister presides over the Government by default, however, the President also has the right to convene and to preside over the Government.

History

The Government was founded in August 2023 as the Provisional Government. Between August 2023 and 3rd December 2023, the Provisional Government exercised both executive and legislative authority. It originally had three ministers without portfolio.

On 3rd December 2023, the Government remained only with executive authority and had a status enjoyed by cabinets in parliamentary democracies.

After the passage of the new constitution, the Government now shares executive power with the President similar to macronational semi-presidential republics.

Powers

The Government is responsible with ensuring the fulfilment of the laws of the Supreme People's Assembly, unifying, directing and controlling the activities of ministries, state committees and state commissions and with fulfuling the tasks within the responsibility of Dubovia, which was not delegated to the regional governments.

The Government collectively discusses:

  1. government draft laws,
  2. government regulations and resolutions,
  3. fulfilment and execution of the government’s programme,
  4. fundamental issues of domestic, internal and foreign policy,
  5. appointment and recall of senior state officials in cases, where the law provides so,
  6. about asking the Supreme People's Assembly for a motion of confidence,
  7. other issues, where the law provides so.

To ensure execution of laws within their limits, the Government can issue regulations as a form of secondary legislation. Government regulations are superior to generally binding legal regulations of ministries.

Composition

Following the adoption of the law on the functioning and structure of the Government, it has the following bodies:

  • Government Office (Slovak: Úrad vlády)
  • Ministry of the Interior (Slovak: Ministerstvo vnútra)
  • Ministry of Justice (Slovak: Ministerstvo spravodlivosti)
  • Ministry of Foreign Affairs (Slovak: Ministerstvo zahraničných vecí)
  • Ministry of National Defence (Slovak: Ministerstvo národnej obrany)

The Government bodies are known as "central bodies of state power" (Slovak: Ústredné orgány štátnej moci) and have the right to issue secondary legislation known as "generally binding legal regulations" (Slovak: Všeobecne záväzné právne nariadenia). Such regulations may be annulled by the Federal Assembly or the Judicial Council, if they are declared unconstitutional by the latter.

Current Government

The first Government was appointed on 3rd December 2023 following the December 2023 legislative elections by the President of the Republic.

The current interim administration is headed by Esty Carpentieri as the Prime Minister.
