The Lord high General Assembly of the Thailand Micronations, is the executive leader and chief administrative officer of the General Assembly of the Thailand Micronations, the Chairperson is the most senior of the two recognised leaders of the GATM, with the office taking precedence over all other political appointments and positions in the organisation. The Chair exercises a wide range of powers within the organisation including having direct control over member states and their representatives, with the vast majority of their powers being technical and administrative. The Chair is the presiding officer of the Quorum of Members, serving as a the speaker for that chamber, and exercising many of the powers usually vested in the speaker of a legislative chamber. The Chair nominates a Vice-Chair to assist and deputise for them where necessary, who is also required to be elected by a vote by the member-nations and observers.
Powers and duties
The role of Lord high General Assembly is described as combining the functions and responsibilities of an advocate, diplomat, civil servant, and CEO. The GATM Charter designates the Lord high General Assembly and Chairman as the "chief administrative officer" of the GATM and allows them to perform "such other functions as are entrusted" by other General Assembly of the Thailand Micronations organs. The Charter also empowers the Lord high General Assembly to inform the Security Council of "any matter which in his opinion may threaten the maintenance of international peace and security". These provision has been interpreted as providing broad leeway for officeholders to serve a variety of roles as suited to their preferences, skill set, or the circumstances.
The Chair serves for a period of six months. The Chair is elected by all full members and observer members in a ballot held online, with one vote allotted to each member state.
