The Parliament of Thulicia is the bicameral legislature of the Republic of Thulicia. It consists of the Senate (the upper house) and the National Assembly (the lower house).

Each house has its own rules of procedure and regulations. However, occasionally they hold joint sessions as the "Republic Assembly".

History

Parliament is the oldest legislative body in Thulicia. It was established on 21 September 2022.

Elections

The two houses are elected independently of each other.

The Senate is elected by first past the post system. Each senator is elected to represent a region in the nation, so is elected by the people in their own regions.

The National Assembly is elected by proportional representation.

Powers and Duties

The Parliament's powers derive from its ability to dismiss a government through a vote of no confidence and to change the country's laws. As well as this the parliament has extensive legislative powers and has control over the budget, the right to authorise the government to raise taxes and grant loans as well as the power to ratify treaties and other kinds of international agreements. However the President can overrule parliament's decisions by executive decree.

Parliament also appoints two members of the Council of State.

Parliamentary rules allow for the Republic Assembly to call for committees of inquiry to examine the government's actions. Political opposition represented in the parliament has the power to review the cabinet's actions, even though it is unlikely that the actions can be reversed. Party groups can also call for interpellations that require debates about specific government policies.
