The State of Nebulaz, commonly referred to as Nebulaz, is a semi independent Micronation located in the U.S. state of Iowa. Nebulaz claims territory in Eastern Iowa, along with an enclave, mōra deuzán. The Republic of Nebulaz was founded on the 17th of February, 2022.
The Republic of Nebulaz holds claim to 467 m² (5026 ft²) worth of land, having hopes of expansion soon, the Republic of Nebulaz is divided into two regions, the Capital region, and the North-Eastern region. The Capital region having more Administrative and Parliamentary power than the North-Eastern region, due to population difference.
Etymology
The Republic’s name comes from the word "Nebulaz" meaning fog, mist, darkness, from the Re-Constructed language Proto-Germanic. The name was chosen as a Reminder that things don’t appear how they are, vision of the real word is always obscured.
History
Pre-Establishment
Prior to the independence of Nebulaz, a "Micronation" was established, however it was dissolved due to not having anything keeping it together. The name of this "Micronation" was forgotten, though it was the key that started Nebulaz. Ideas for resurrection of this failed micronation eventually led to Nebulaz, on the 17th, on February, during 2022.
Nebulazanian Constitution
Chapter 1
Chapter 1 consists of Articles 1 and 2, which state that Nebulaz is "free, independent, indivisible and inalienable realm" The state's values are its people, democracy and "the rule of law and human rights."
Chapter 2
Chapter 2 holds Articles 3 to 9, which says that all Nebulazanian citizens who are aged 16 or over are eligible to vote. However the right to vote may be qualified by law in the case of citizens who are mentally ill or in "a reduced level of consciousness," and the right to vote may be lost by convicted criminals (in circumstances prescribed by law) and by citizens who serve in a foreign government without the Nebulazanian government's consent.
There are 3 parliamentary constituencies. 16 seats are apportioned to each constituency according to a calculation (made every two years) based on their population density. Any member of the National Assembly or member of the House of Commons may propose a bill. To become law, a bill must be debated, if approved by 10 members, the population must vote for it to, if two thirds of the people vote yes, then law it shall become.
Article 8 states that "Any person who obeys an order the purpose of which is to disturb the liberty and security of Nebulaz, or Nebulazanians, is thereby guilty of treason against the country."
Amendments
Under Article 10, amendments to the Constitution may be proposed by first few days during a meeting following a general election. If passed by two thirds of the members, the amendment must be signed, then voted for by the people.
