The State of Duighan, more commonly known as Duighan, is an unrecognized self-proclaimed sovereign state in North America. It is surrounded by the United States of America and is located inside the Commonwealth of Pennsylvania, a state in the United States. Duighan was declared an independent state after a coup d'etat toppled the previous government of an unrecognized American town known as the Town of Morrison, which was previously called the Town of City Bee after separating itself from the City of Meadville on December 25, 2013. City Bee and Morrison were ruled by Mayor Kira Deegan, a cat. Isaiah Deegan was the Secretary of City Bee and Morrison, and was previously highly supportive of the United States and its government. However, events that occurred in the United States between 2016 and 2020 made him become disillusioned with the United States government, so he sought to break away entirely from the United States and form his own society, so he couped the Town of Morrison and declared the State of Duighan as an independent Socialist state governed by Muammar Gaddafi's Socialist views and early Christian traditions, such as Ebionite Jewish Christian beliefs.
The country is governed by radical Socialist values that run on a track similar to traditional Marxism. The nation is a republic ruled by a Resident Representative, who is head of state. There is a legislature consisting of all the citizens in the nation, who then vote on laws. The constitution of the State of Duighan was adopted on April 21, 2020, and adopts a system called "Federacy", which splits power between the head of state and the people, who both have their powers and duties and at times work together on certain things like economic planning. The State Conference makes all the laws according to unanimous voting and discussion, while the Resident Representative decides all foreign policy and military issues. The State Conference and Resident Representative both work together on economic planning according to discussion unanimous decisions. The Resident Representative is also a judge and decides all legal cases. However, the State Conference may remove the Resident Representative whenever they choose to.
The State of Duighan lacks foreign relations with much of the world. The nation is primarily an isolationist state due to distrust of foreign influences, but it has decided to begin forming international relations in hopes that it will give it legitimacy as a sovereign state. Interactions have been almost entirely with the Federal Republic of Ambazonia, a break-away state in Cameroon that declared independence in 2017. The first and only interaction with this country was on September 3, 2022. This has been seen as a watershed moment in the nation's history and a source of great pride for the nation. This has served as an impetus for the nation to begin engaging in foreign interactions.
Etymology
The name "Duighan", is derived from the reported Irish spelling of Isaiah Deegan's last name, which is O'Duighan. Therefore, he chose to name his nation Duighan.
History
City Bee and Morrison
On December 25, 2013, the Town of City Bee was formally established by Isaiah Deegan. He was elected as Secretary and Kira, his cat, was elected as Mayor. The Mayor was meant to rule by decree and the Secretary helped the Mayor, but this system was never formally in place, and it is debatable where authority lay. The Town of City Bee seceded from the City of Meadville and elections were held every year. The Town of City Bee was renamed to the Town of Morrison on March 29, 2019. The town was very much pro-American and was about as patriotic as any American town could be, even though it was not recognized as an actual town. However, as the years rolled on, Isaiah Deegan, the Secretary, became disillusioned with the American government and sought to create his own society.
Duighan Revolution
On April 13, 2020, at 8:00 AM (EST), Isaiah began a coup d'etat against Kira Deegan. He aimed to topple her government and remove her so he could proclaim a new country. His coup was not met with much resistance, though it was severely bungled. He fell up the stairs twice on April 15, marking the only casualties in the coup. On April 15, 2020, he proclaimed the establishment of the State of Duighan. Isaiah arrested Kira on that day, though he released her on April 16.
Post-Independence
After independence, the State of Duighan was developed as a Socialist state that was inspired by the ideas of Muammar Gaddafi, Maoism, and Marxism. It was decided that power would be split between a single leader and the people. Private property and corporations would be abolished entirely in favor of having all the people collectively work together. This policy was also backed by another one that favored yearly economic plans that were negotiated between the leader and the people. These ideas became what is called "Federacy", which was an idea concocted by Isaiah Deegan when he was a young child. Isaiah Deegan became Resident Representative and the people all congregated into a legislature called the State Conference. A constitution was adopted on April 21, 2020.
Politics and government
Early government
The previous Town of City Bee and Town of Morrison lacked much of a formal system of government. The towns were ruled by a Mayor and Secretary. The Mayor ruled by decree and could issue ordinances at will. The Secretary would simply aid the Mayor in the governance of the town. However, in practice, this system was not in place. It is still debated who exactly held formal authority in the town.
Resident Representative
The Resident Representative is the head of state of Duighan. They have limited powers, as they cannot make laws. However, they are tasked with providing each and every citizen with the things they need to live and be happy, such as food, water, clothing, housing, jobs, healthcare, etc. The Resident Representative does this by managing the nation's resources, but the resources are managed according to yearly economic plans that are negotiated between the Resident Representative and the State Conference, which both sides must all agree upon unanimously. The Resident Representative heads the military, which is called the State Militia, and the Resident Representative is responsible for all military actions and decisions. The Resident Representative is also responsible for all foreign policy-related issues and deals with all outsiders. The Resident Representative is also a judge and judges all criminal and legal cases. The Resident Representative is elected by all the citizens to serve for life unless they die, resign, or are removed from office.
State Conference
The State Conference is the legislature of Duighan. It consists of every citizen in the nation. The State Conference makes all the decisions and laws in the nation through discussions, negotiation, presenting ideas, and eventually reaching a unanimous decision. The State Conference meets weekly and can remove the Resident Representative at any one of these weekly meetings, though they must give a reason for it, and it must relate to the Resident Representative violating the constitution. The State Conference members also negotiate with the Resident Representative a yearly economic plan, which must be unanimously agreed upon by everyone.
