The Vice Minister of Neeburm is the deputy to the Prime Minister. If the Prime Minister, a member of the Grand Council, or any other person serving in a government position is unable to serve, they shall fill the position. They are also in charge of breaking ties in the Grand Council. During the Smith Administration, the Chancellor served alongside the Prime Minister, and was essentially a the Vice Minister.

The Vice Prime Minister of Neeburm basically acts as a fill-in if the Prime Minister or a Grand Councilor is unable to properly fulfill their duties.
