The Grand Chancellor of the Realm of the Empire of Yata (Japanese: 萬咫帝國太國太政内閣総理大臣 (Yatateikoku Taikokutaijo Naikaku Soridaijin) ; literally Minister who controls the affairs of Empire and the Cabinet) is the head of government of Empire of Yata. The Grand Chancellor of the Realm is also the chair of the House of the Councillors (Yata). The post has existed since the foundation of the nation in 2022.

Customarily and as per Constitutional terms, The Grand Chancellor of the Realm is nominated by a vote in the [[House of the Councillors {Yata)]] by a simple majority or based on the numbers in the house commanded by the nominated individual or the respective political party, and is the appointed and sworn-in by the Emperor of Yata. The house's selection is usually based on the fact that either the Grand Chancellor of the Realm is the leader of the largest political party in the house or the leader of the largest coalition of parties. The Constitution specifies the term of The Grand Chancellor of the Realm to be one year and requires the holder to command the majority of the House of the Councillors (Yata). The post of Grand Chancellor of the Realm is currently held by Kuribayashi, since his election by the then Regentess Meisho in 2022. His term was extended when the Honmyo Constitution was promulgated.

History

The office of the prime minister is one of the longest continuing positions in the nation which was created following the establishment of the nation on 22nd June 2022. At the time of the establishment of the office, the position was largely an ceremonial position as the Monarch commanded the executive branch of the government while the Grand Chancellor of the Realm was responsible for commanding the parts of the legislature. The roles were reversed with the promulgation of the Honmyo Constitution.

The first acting Grand Chancellor of the Realm of Empire of Yata was the then Regentess Meisho who was one of the founders of the state who remained in office until her resignation on 13th January 2023.

During the Imperial Transition from the Empire of Berne-Rousseane and Harlebourg to the Empire of Yamatai, the Office of the Grand Chancellor of the Realm and the position itself was dismantled for a breif amount of time. The position was remodelled to the 'Daijo Daijin' and the office was remodelled to the 'Daijokan'. However, during the Imperial Transition from the Empire of Yamatai to the Empire of Yata, the position was remodelled to the current one.

The current constitution of 2023 describes the Grand Chancellor of the Realm to be the co-head of government and Leader of the House of the Councillors and serve under the Emperor.

As of 2023, two individuals have served as the Grand Chancellors of the Realm, of whom one was female including the first Grand Chancellor of the Realm.One Grand Chancellor of the Realm was Shinto and one who adheres to Shinto but officialy is a Hindu.

Appointment

Chapter 43 of the Constitution of the Empire of Yata describes the appointment, function and composition of the Grand Chancellor of the Realm. Clause (1) of article 33 of the constitution describes that the Emperor as the head of state shall appoint a Grand Chancellor of the Realm who shall be the leader of the Cabinet and the House of the Councillors.

The constitution also requires the Grand Chancellor of the Realm to be a member of the House of the Councillors and if the person appointed as Grand Chancellor of the Realm is not an elected member of the parliament, they shall get elected within six months of assuming office failing which, they shall cease to the Grand Chancellor of the Realm.

The Grand Chancellor of the Realm is also the leader of the House of the Councillors and often the leader of the single largest party or the principal party in a coalition government.

Function

The Grand Chancellor of the Realm is the head of government and the de facto Head of the Imperial Yatanese cabinet. The appointment and removal of ministers can only be made with their advice. As the leader of the Government the Grand Chancellor of the Realm is therefore ultimately responsible for the failings and performance of their ministers and the government as a whole. As the most visible member of the government the Grand Chancellor of the Realm represents the country abroad and is the main spokesperson for the government at home. The Grand Chancellor of the Realm performs the duties obligated to them by the Emperor of Yata who has a great influence on the government and administration of the nation.

The Grand Chancellor of the Realm is also directly responsible for many departments. The Grand Chancellor of the Realm leads the Office of the Grand Chancellor of the Realm and in doing so, he is assisted by a team of able ministers which comprise of Minister of the Centre, Senior Cabinet Ministers and Ministers of State. Legislatively all bills introduced in the Parliament must require the prime minister's approval.

The prime minister can be removed by a vote of no confidence, adressed to the Emperor.
