The Frondesian Federation, more commonly known as Frondesia, is a self-declared sovereign state often known as a micronation by external observers. It is located in the United Kingdom. Currently the federation lays claims to two uninhabited islands, just off the Welsh coast.

The nation is, constitutionally, a federal semi-presidential republic with a president as head of state and prime minister as head of government. The federation is constitutionally allowed to establish and maintain self-governing divisions of differing structures, despite this a lot of power is held by the central government.

History

Frondesia was originally founded in June 2023, but was soon dissolved after foundation due to the founder, Oswald Hastings, having little time to devote to the nation at the time. This happened again on 24 August 2023. However, on 25 August 2023 Frondesia was founded again for the third time. However, this time Frondesia was better established and wasn't dissolved.

A constitution was developed and ratified on 25 August and Oswald took office as President swiftly after ratification.

On 26 August 2023, President Hastings formally authorised the establishment of the armed forces and civil service, also adopting the flag and coat of arms. As well as this, a federal capital city was ordained and established.

Since then, Frondesia has been continuously developing.

Government and Politics

Frondesia is a federal semi-presidential republic with a parliamentary system of governance. A president serves as head of state, and prime minister as head of government. Parliament sits as the legislature and the Supreme Court helps administer justice.

The Constitution of the Frondesian Federation serves as the supreme law of the nation and acts as the basis for the provision of government. it also vests sovereignty into the people of the federation.

Presidency

The President of the Frondesian Federation is the federal head of state and highest Frondesian office. It is also the most powerful within the federation.

The president is elected by direct election for renewable six year terms, in accordance with federal election law and the constitution.

The president can chair the cabinet on the request of the prime minister, they appoint the prime minister and members of the cabinet, and can also assent to or veto bills passed by parliament. They can also issue Decrees of the President, also known as presidential decrees, that are like executive orders and act like by-laws. The president is also permitted to create and grant national honours and titles.

The president also sits as the supreme military authority as commander-in-chief of the armed forces and can command the armed forces and appoint its senior staff to the military executive body - the Supreme Command Council - as well as to branch senior staff.

The current president is Oswald Hastings, from the United Frondesia party.

Prime Ministry

The Prime Minister of the Frondesian Federation serves as the federal head of government. They sit as head of the Government of the Frondesian Federation, chair the cabinet and nominate its ministers. They can also pass Decrees of the Government on the advice of the cabinet, however these decrees can be overturned by the president.

The prime minister is appointed by the president, and is usually the leader of the party with the most seats in the lower house of parliament, but their ministers may originate from either house and are also appointed by the president.

After the president, the prime minister is the second highest and second most powerful national office in Frondesia.

Parliament

The Parliament of the Frondesian Federation serves as the federal legislative body of Frondesia. It is bicameral, consisting of a Senate and Federal Assembly. As well as legislating for the federation, they provide and scrutinise the government and scrutinise the presidency.

Legislation can be proposed by members of either house, the government, the Supreme and Constitutional Courts and the President.

Parliament can provide two types of legislation:

  • Federal Law - regular legislation applying to the whole of Frondesia,
  • Federal Constitutional Law - legislation clarifying and linking to the Constitution of Frondesia,

Legislation can be passed by a simple majority in both houses and on the granting of presidential assent.

Judiciary

Frondesia has two high federal courts - the Supreme Court and Constitutional Court.

The Supreme Court is the highest Fronesian court. It deals with civil, criminal and appellate cases and oversees all lower courts. The Supreme Court has nine justices - the chief justice and eight associate justices.

The Constitutional Court is the second highest court, immediately subordinate to the Supreme Court, but specialises in specifically constitutional cases. It deals with the federal constitution, the constitutions of Frondesian republics, charters of other Frondesian states. The Constitutional Court has seven justices - the chairman of the court and six associate constitutional justices.

Parties

A multi-party system is supported within Frondesia. All parties have to be registered with the electoral commission, and all people wanting to register a party should be an eligible voter.

Both federal and state parties may be registered, but it can affect with elections they may be allowed to provide candidates in.

Administrative Divisions

As a federal republic, significant administrative divisions may be established. The Frondesian constitution states that divisions shall be in the form of republics, territories, regions, cities of federal importance, autonomous regions and autonomous areas. Each type of administrative division has their own unique style of governments outlined by a constitution or charter. As well as this, each division has two senators in the Senate.

Economy

The Loti serves as the national currency of Frondesia. The Central Bank of Frondesia helps manage national economics, as well as the Ministry of Finance, and constitutionally works independent of the government.

Geography

Currently, Frondesia claims the uninhabited Welsh islands of Ynys Bery and Puffin Island. The Frondesian government aims to establish settlements on these islands for its citizens, as well as preserve the islands wildlife.

Both islands are quite rocky but seen as workable by President Hastings, despite the distance between the islands.
