The Parliament of the Frondesian Federation, commonly the Parliament of Frondesia or the Frondesian Parliament, is the bicameral federal legislature of the Frondesian Federation. It was established by the Constitution of Frondesia, which was ratified on 25 August 2023.

Parliament consists of the Federal Assembly, the lower house, and the Senate, the upper house. Both houses are located in Kersia. The Chairman of the Senate is the third most important position after the President and the Prime Minister. In the case that both the President and the Prime Minister are incapacitated, the Chairman of the upper house becomes Acting President of Frondesia.

History

The Frondesian parliament was established by the constitution. Officially parliament was established on 25 August 2023, with the ratification of the constitution.

Jurisdiction

The jurisdiction of the Federal Assembly includes: consent to the appointment of the Prime Minister, deciding the issue of confidence to the government, appointment and dismissal of the Chairman of the Central Bank and advancing charges on the President during impeachment trials.

The jurisdiction of the Senate includes: approval of changes in borders between subjects of the Frondesian Federation, approval of the decree of the President on the introduction of a martial law or on the introduction of a state of emergency, deciding on the possibility of using the Armed Forces of Frondesia outside the territory of Frondesia, appointment of elections of the President, impeachment of the President, confirmation of appointments of judges of higher courts of Frondesia and confirmation of appointment and dismissal of the Procurator-General of the Frondesian Federation.

Powers

As the Frondesian legislature, all laws must be voted on in Parliament before they are signed into law. All bills, even those proposed by the Senate, must first be considered by the Federal Assembly. Upon adoption by a majority of the full Federal Assembly membership, a draft law is considered by the Senate. The Senate cannot make changes in bills passed by the Assembly and can either approve or reject them. If the Senate rejects a bill passed by the Federal Assembly, the two chambers must form a conciliation commission to work out a compromise version of the legislation. If two chambers cannot reach a compromise, or the Assembly insists on passing the bill as is, the veto of the Senate can be overridden, if two thirds of the Assembly's constitutional composition vote in favour of the bill.

Both houses usually meet separately. However, joint sessions are often held when:

  • The President of Frondesia delivers his annual address to Parliament,
  • For hearing addresses of the Constitutional Court of Frondesia,
  • To hear speeches of leaders of foreign states,
