His Majesty's Government (abbreviated to HM Government), commonly known as the Government of Arbya or the Government of the Kingdom of Arbya, is the central executive authority of the Kingdom of Arbya. The government is lead by the Prime Minister of Arbya, who nominates all other ministers. The prime minister and their most senior ministers belong to the supreme decision-making committee, known as the Cabinet.

Ministers of the Crown are responsible to the House of Parliament in which they sit; they make statements in that House and take questions from members of that House. For most senior ministers this is usually the Estates General rather than the Senate. The government is dependent on Parliament to make primary legislation, and general elections are held every five years (at most) to elect a new parliament, unless the prime minister advises the monarch to dissolve Parliament, in which case an election may be held sooner. After an election, the monarch selects as prime minister the leader of the party most likely to command the confidence of the Estates General, usually by possessing a majority of MEGs (members of the Estates General).

History

The government was established initially as the Government of the State of Arbya on 4 July 2023. On the fall of the State of Arbya, the government was reformed as His Majesty's Government.

Powers

The government is granted a number of powers in their capacity as the executive and sitting in the legislature. The prime minister also regularly meets with the monarch to advise them on how to exercise some of the power exercised directly by them.

The powers granted to the government include:

Domestic Powers

  • Appoint and Dismiss a Prime Minister (Exercised by the Monarch)
  • Appoint and Dismiss Other Ministers (Exercised by the Monarch)
  • Royal Assent to Bills Passed by Parliament (Exercised by the Monarch)
  • Give and Issue Commissions to Armed Forces Officers
  • Command the Armed Forces
  • Appoint Members of the Privy Council (Exercised by the Monarch)
  • Appoint Senior Church of Arbya Ministers (Exercised by the Monarch)
  • Issue, Suspend and Recall Passports
  • Pardon Any Conviction
  • Grant, Cancel and Annul Honours
  • Create and Disband Corporations

Foreign Powers

  • Make and Ratify Treaties
  • Declare War and Conclude Peace
  • Deploy the Armed Forces Overseas
  • Power to Recognise States
  • Credit and Receive Diplomats

Ministers and Departments

As of 7 July 2023 the government consists of 14 executive ministries - 13 of which are headed by a Secretary of State and 1 by the Chancellor of the Exchequer, and one executive office which is the Office of the Prime Minister.

Government in Parliament

The government is required by constitutional convention and for practical reasons to maintain the confidence of the Estates General. It requires the support of the Estates General for the maintenance of supply (by voting through the government's budgets) and to pass primary legislation. By convention, if a government loses the confidence of the Estates General it must either resign or a general election is held.
