The Prime Minister of Arbya is the head of government of the Kingdom of Arbya. As head of government, the prime minister advises the Monarch on how to exercise their power, chairs the cabinet and nominates its ministers. As modern prime ministers hold office by virtue of their ability to command the confidence of the Estates General, they sit as members of the house.

There is no limit to the number of terms a person can serve as prime minister.

The office is currently vacant.

History

The office of prime minister was established on 4 July 2023, and is the second oldest office in the kingdom after the monarchy.

The prime ministry preceded by the Chancellor of Arbya which served as head of state and head of government of the State of Arbya, which was founded and disbanded on 4 July 2023.

Authority

The prime minister is the head of the Government of Arbya. As such, the modern prime minister leads the Cabinet (the Executive). In addition, the prime minister leads a major political party and generally commands a majority in the Estates General (the lower chamber of Parliament). The incumbent wields both significant legislative and executive powers.

In parliament, the prime minister guides the law-making process with the goal of enacting the legislative agenda of their political party. In an executive capacity, the prime minister nominates (and may dismiss) all other Cabinet members and ministers, and co-ordinates the policies and activities of all government departments, and the staff of the Civil Service. The prime minister also acts as the public face and voice of His Majesty's Government, both at home and abroad.

The PM also has an influential role advising the monarch in how to exercise their powers.

Role

The role of the PM includes but is not limited to:

  • Chairing the Cabinet
  • Nominating Cabinet Ministers
  • Advising the Monarch
  • Sitting as a Member of Parliament
  • Setting the Government Agenda
  • Guiding the Legislative Process in Parliament

Appointment

The prime minister is appointed by the Monarch, whom can theoretically appoint whoever they wish to fill the office. However, by constitutional convention the monarch normally seeks to appoint the person who can command the most confidence in parliament, more specifically the Estates General (parliament's lower chamber). As a result, the PM is usually the leader of the largest person in the Estates General after a general election.
