The Government of Matuco (commonly the Matucan Government) , officially Her Sovereign Grace's Government (abbreviated to HSG Government), is the central executive authority of the Principality of Matuco. The government is lead by the Chancellor of Matuco, who nominates all other ministers. The chancellor and their most senior ministers belong to the supreme decision-making committee, known as the Cabinet.

History

The government of Matuco was established on 23 March 2023.

Matuco is a semi-constitutional monarchy in which the reigning monarch only makes some open political decisions. Most political decisions are taken by the government and the National Assembly. Typically the monarch devolves some of their discretionary powers to the government.

Government and the Crown

The Matucan monarchy is the head of state and the sovereign, but not the head of government. Despite this, the monarch can play an active role in national politics and governance. The crown is the source of the nation's executive powers, and can exercise these or ask the government to exercise these through the royal prerogative. These powers range from the authority to issue or withdraw passports to declarations of war.

The chancellor also has weekly meetings with the monarch.

Royal prerogative powers include, but are not limited to, the following:

Domestic Powers

  • Appointing and Dismissing the Chancellor and All Other Ministers (which is Exercised Personally by the Monarch)
  • Power to Assent and Sign Bills Into Law or to Veto Legislation
  • Power to Give and Issue Commissions to Commissioned Officers in the Armed Forces
  • Power to Command the Armed Forces
  • Power to Appoint Members to the Privy Council
  • Power to Issue, Impound, Suspend, Cancel, Withdraw or Revoke Matucan Passports
  • Power to Pardon Any Conviction
  • Power to Grant, Cancel and Annul Any Honours
  • Power to Create Corporations

Foreign Powers

  • Power to Make and Ratify Treaties
  • Power to Declare War and Conclude Peace with Other Nations
  • Power to Deploy the Armed Forces Overseas
  • Power to Recognise States
  • Power to Credit and Receive Diplomats

Ministers and Departments

As of 25 March 2023, there are 8 executive ministerial departments alongside the chancellery and vice chancellery. The department heads sit in the cabinet, as the most senior ministers. All ministers are appointed by the Monarch.

In theory a government minister does not have to be a member of the national assembly. However, in practice it is convention that ministers should be a member of the assembly in order to be accountable.

Government in Parliament

Under the Matucan system, the government is required by convention and for practical reasons to maintain the confidence of the National Assembly. By convention, if a government loses the confidence of the national assembly it must either resign or a general election is held.

During debates on legislation proposed by the government, ministers, usually with departmental responsibility for the bill, will lead the debate for the government and respond to points made by MAs.
