The Minister of Membership Affairs is the head of the Ministry of Membership Affairs, responsible for managing membership attainment and applications within the Cupertino Alliance.

History

Plans and procedures for membership attainment were first devised on the 1st session of the Cupertino Alliance.[1][2] Prior to the creation of the ministry, this was solely governed by the Chair of the Board.

Before the creation of the position, the Division of Membership Attainment was proposed during the 5th Session, and unanimously passed. The aim of the Division was to focus on granting membership to new applicants.[3][4]

The position was first proposed during the 69 Hour Session under the Ministers Act. The act was passed on 17 March around the conclusion of the session.[5][6] The first minister appointed was William Efton, a former chairman of the alliance.

In August, the powers held by the ministry were expanded, permitting the Minister of Membership Attainment to warn and propose expulsion of member states.[7]

Throughout the tenure of Leon Montan as Minister of Membership Attainment, inactivity within the ministry increased drastically. In late July 2021, a vote of no confidence was tabled to remove Montan, which succeeded with 19 votes in favour, 3 votes against and 4 abstentions. Daniel Hamilton was appointed as the Minister of Membership Attainment on 3 August 2021.[8]

On 12 November 2023, Ezekiel Ensor resigned as Minister of Membership Attainment, following pressure from Daniel Joseph to resign, citing Ensor's inactivity within the office hurting the Cupertino Alliance as a whole. Joseph himself would succeed Ensor to become the new Minister on 15 November. On 26 November, a resolution proposed by Daniel Joseph would be passed by the Cupertino Alliance, authorising a name change to become the Ministry of Membership Affairs, to reflect greater responsibilities and powers than solely managing membership applications, which were also detailed in the resolution.

Efton oversaw the implementation of several pieces of legislation related to the ministry, such as the Brisbane Program, the Membership Attainment Act and the expansion of powers held by his office.[7][13][14]
