The Penroe-Louçade Statutory Corporation, doing business as Penroe-Louçade S.C., (stylised as: PENROE; commonly known as: Penroe; colloquially: The Roe; Denfray: ⟜Ѳ〜∩⊸Ѳ-꜔⊸⊔⊏П⊐Ѳ) is a state-owned organisation and not-for-profit enterprise (statutory corporation) with responsibility over the state operations of the Devergate and Brikkad autonomous areas within the Home Province of Addersonheath. The foundations for the creation of Penroe-Louçade began with the signing of a mutual co-operation accord between the Metropolitan Party-controlled autonomous governments of the Devergate and Brikkad areas of the Home Province of Addersonheath, known as the Penroe Alliance. These two areas then became the first to exercise their authority to assume responsibility for the state operations which would be by-default administered by the Filorux Group S.C., uniting them under the newly formed Penroe Group (later renamed Penroe-Louçade). This move was later criticised by the Metropolitan Party's leadership for "unnecessarily jeopardising the stability of the wider Princian economy." Penroe-Louçade at present provides education, transportation and utilities within both the Devergate and Brikkad areas while additionally providing road maintenance, limited healthcare (dentistry, optometry, mental health services and hospital management only), waste collection and waste disposal in only the Devergate Area. Penroe-Louçade currently receives funding from a combination of commercial endeavours and the VAT levied by both areas' autonomous governments, with both Penroe-Louçade and the Filorux Group's commercial divisions competing over the wider area of the entire Home Province of Addersonheath and Cathair region within the Home Province of Cathairo-Pempire. Upon Penroe-Louçade's establishment, both the Brikkad and Devergate areas' governments were 50% shareholders - but following the People's Party & Princian Party of Socialists' landslide victory over the Filorux Group board of directors in July 2022, the Filorux Group purchased a 25% stake from each autonomous government (a total of 50%) for an undisclosed sum. Four months later in November 2022, the two governments forced the Filorux Group into minority ownership of Penroe-Louçade and regained split-control of the group through a compulsory purchase order for the acquisition of 20% ownership (10% for each area) from the Filorux Group - meaning the present shareholders in the group are the Filorux Group with 30%, the Brikkad Area with 35% and the Devergate Area also with 35%.
