The Reichstag of Roscamistan was the national bicameral legislature of Roscamistan with jurisdiction over the entire nation which was created to replace the Legislative Council ,which was the provisional de facto rubber stamp legislative body. It was abolished on 2 February 2022 as it was seen as ineffective. It was replaced by the newly created bicameral National Assembly.

Origins

The idea of a legislature was always in the mind of Thomas Jacobs since the beginning of the First Jacobs Presidency, with a bicameral Parliament in mind which would make the national laws.

Chambers

Senat

The Reichstag’s upper house was the appointed Senat, comprised of 110 senators, 10 from each province, and were appointed by Senators Committees, the latter being elected every 6 years by the people of each province. The Senat’s speaker was the Vice President of Roscamistan, who was also President of the Senat, who moderated the debates and how much time each person could speak. The speaker also became the 111th senator when it was a 50/50 in votes

Unterhaus

The Unterhaus was the democratically elected lower house of the Reichstag. It was comprised of 240 MPs (number of MPs change every population census), and are elected from single member constituencies by first past the post. The Unterhaus had a speaker similar to that of the Speaker of the House of Commons of the United Kingdom. The Speaker moderated the debates, decided who spoke during a debate for a time. In the case that the Unterhaus is spilt 50/50 on a vote, the Speaker became the 241st MP to break the tie.

  • Must be a Roscami citizen
  • Be mentally sound
  • be a Catholic or any other religious belief ( excluding the irreligious) with a special mandate.
  • Not be a declared criminal
  • Not have been impeached by either decree or Reichstag from any political office
  • Not have been convicted of blasphemy
  • Sworn allegiance to Roscamistan

Joint sessions of the Reichstag

A joint session was when both houses of the legislature met in the same chamber. This is normally done for special occasions and and if a bill is in deadlock between the houses. When there is a joint session of the Reichstag, all members of the chambers of the Reichstag are present. The Prime Ministers of the autonomous provinces, the Administrative Officers of the autonomous or non-autonomous provinces, the United Party of Roscamistan President, the President and Vice President of Roscamistan were all entitled ex officio a seat during the joint sessions. The Vice President of Roscamistan presided over the joint session as his capacity as President of the Senat.

Abolition

The Reichstag never had a proper election as time management became too hard for many in government, including Thomas Jacobs to find candidates. The legislature was also created in a time when Roscamistan wished for proper sovereignty over a large area of Galway, hence its large size. In Executive Order 42, the Reichstag was abolished all together. It was replaced by the National Assembly, which was to become what Thomas Jacobs said “My final major project of my second presidency”. The National Assembly would be made up of the Senate and Chamber of Representatives.[1]
