The August 2023 Foreign Policy of the Arstotzkan Union was the fourth published foreign relations policy of the Arstotzkan Union. In late-July 2023 the Department of International Affairs and Relations announced it would be updating the Arstotzkan Union's foreign policy following developments in intermicronational affairs.

The August 2023 policy was the fourth update to the Arstotzkan Union's foreign agenda since its founding. It was also the second and final foreign policy passed by the Department of International Affairs and Relations.

Several changes had been made by the Department of International Affairs and Relations, with Section 1 being given a fifth article which absolves and prevents any relations with a Coalition member state and enforces diplomatic protections to UMTA members as well as upholding a political and economic embargo on the Coalition of United Micronations. The policy also codifies Protocol 1 of the UMTA in Arstotzkan Law.

Five new macro-nations have been placed into unrecognized status under the new policy, with those being, the People's Republic of China, Islamic Republic of Pakistan, Republic of the Union of Myanmar, Republic of Serbia, Republic of Indonesia and the failing Republic of South Africa. The Arstotzkan Union does extend powers of recognition to Western Sahara and recognises the independence movement there.

On 9 October the First President informed the Chief Ambassador of International Relations that he would amend the August 2023 Foreign Policy through executive powers and recognise the State of Palestine and withhold all recognition for the State of Israel.

Text

Section 1: Recognition as per this Policy

Article 1: The Arstotzkan Union grants official recognition to nations that are seen as equal in the mission of peace, freedom and democracy in the world, both micro and macro are seen as part of this Article.

Article 2: The Arstotzkan Union will grant official recognition on the advice of the Chief Ambassador of the Department of International Affairs and other members of the Executive Committee of the Office of the Presidency of the Arstotzkan Union.

Article 3: The Arstotzkan Union shall hold the power to remove and/or relinquish recognition of a foreign entity if they commit the following:

-        Breach international codified Human Rights

-        Violate the sovereignty of any other power for malicious purposes and/or incorrect intent.

-        Commit actions which may upset the national security of an allied micronation or macronation

If it is the belief of the Chief Ambassador or the First President of the Arstotzkan Union that any of the acts mentioned above have been violated and or the previous under good faith believe that the foreign entity poses a threat to human order or the national security of other entities the right of recognition, alliance or friendship shall be relinquished immediately.

Article 4: The previous article shall apply to both Micro and Macro nations.

Article 5: The Arstotzkan Union and allied members of the United Micronations Treaty Alliance shall withhold recognition and shall enforce a democratic embargo as well as economic and political sanctions on any member state of the Coalition of United Micronations as per Protocol 1 of the General Assembly of the United Micronations Treaty Alliance.


Section 2: Recognised Micronations as per alliances

Article 1: The Arstotzkan Union shall officially recognise the following:

-        Confederate Democracy of Gamers (and its sovereignty claims)

-        Ward Empire (and its sovereignty claims)

-        Kingdom of Krongle (and its sovereignty claims)

-        United States of Kiwistan (and its sovereignty claims)

-        Empire of Him (and its sovereignty claims)

-        People’s Liberation Council of Morrinstan (and its sovereignty claims)

-        Republic of Whangamomona

Article 2: The Arstotzkan Union, with agreements from allies in the United Micronations Treaty Alliance shall continue the oversight and control but also allow for the autonomy of the Autonomous Administrative Region known as the Grayson Administrative Region.

Article 3: The Arstotzkan Union will be open to any other alliances as per the lifetime of this Foreign Policy and other foreign policies so long as the nation adheres to the Articles stated in Section 1.


Section 3: Recognised Macronations as per this Policy

Article 1: The Arstotzkan Union shall officially recognise all nations of the United Nations, except the following:

-        Argentine Republic

-        Islamic Emirate of Afghanistan

-        French Guiana

-        French Republic

-        Kingdom of Morocco

-        United States of America

-        England

-        Northern Ireland

-        Republic of Belarus

-        Russian Federation

-        Democratic People's Republic of Korea

-        Republic of Türkiye

-        Syrian Arab Republic

-        Hashemite Kingdom of Jordan

-        Republic of Iraq

-        Islamic Republic of Iran

-        State of Qatar

-        Kingdom of Saudi Arabia

-        Republic of Yemen

-        Sultanate of Oman

-        United Arab Emirates

-        People’s Republic of China

-        Islamic Republic of Pakistan

-        Republic of the Union of Myanmar

-        Republic of Serbia

-        Republic of Indonesia

-        Republic of South Africa

Article 2: The Arstotzkan Union shall hold the following nations in the highest regard of alliance and will be willing to supply aid and assistance for the nations, those nations are:

-        New Zealand

-        Republic of Cuba

-        Socialist Republic of Vietnam

-        Commonwealth of Australia

Article 3: The Arstotzkan Union shall hold a neutral relation with the following nations:

-        Republic of Lebanon

-        State of Israel

-        State of Palestine

-        Republic of Cyprus

Article 4: The Arstotzkan Union will also grant official recognition to the following unrecognised breakaway states:

-        Pridnestrovian Moldavian Republic (Transnistria)

-        Sahrawi Arab Democratic Republic (Western Sahara)
