Doga Runann, officially known as the Dependency of Doga Runann (Sabian: bakiñkoxari dogann runann; Spanish: Tierra de Runa) is a non-incorporated special dependency of the Kingdom of Sabia and Verona, and its largest territorial subdivision. It is located 360 meters Southeast of Alios, completely separated from the rest of the Kingdom's Southern Territories, and it borders Argentina on all sides except for a 100-meter border with Batori, a territory of the Grand Duchy of Rai in the Abeldane Empire. It was claimed by Sabia and Verona in 2019 as part of the "New Frontier Plan", a project devised to acquire more green land for the Kingdom.

Sabioveronese law categorizes Doga Runann as a dependency, one of the two categories of second-level subdivision alongside the prefecture, and as such, is directly dependent on the government of the Gonn Region. It is one of Gonn's two dependencies, alongside Gin Voltaxi. However, Doga Runann is administered through a special law that regulates joint rule over the area alongside the national government, generally through its Secretary of Botany.

The territory is named after Runa-Lisandra, Countess of Sainte-Bérénice, former companion of the Royal House of Karjasari. It is a natural reserve, and accounts for over 90% of Sabia and Verona's green land. Its wetland is part of the broader Riachuelo River basin. It also houses all of the country's natural water resources; the 1248.84 m2-Lake Bruñberrí covers most of its Northern area, and most of the dependency's surface floods with rainwater several times a month. Its intermicronational border with the Abeldane Empire is subject to a border treaty between the two nations signed in 2019.[1]

History

The territory of what is now Doga Runann fell under the undisputed jurisdiction of the Autonomous City of Buenos Aires, the capital of the Argentine Republic, from its inception as a territorial unit in 1880. In the 2010's, the area became part of a recreational park.

In 2016, Pomme-Gabrielle Gauvier and the Arts Division filmed the short movie Proun in the Batunói Marshes.

In 2018, three years after the arrival of the first Valtirian settlers to the Alios region, Sabioveronese prime minister Noa Dargany proposed claiming the territory of Doga Runann for Sabia and Verona in order to expand the Kingdom's green areas, following her Liberal Party's manifesto.[2] However, the Democratic opposition, whose support was necessary in order for the project to pass through Parliament, refused to co-operate with Dargany even after several rounds of negotiations.[2][3]

On 1 October 2018, deputy PM and former Liberal leader Andrew Blackhorse formally challenged Dargany in a leadership spill, which he eventually won a week later on 7 October.[4][5] Having lost command of her party, Dargany resigned from the premiership to avoid facing a vote of no confidence; Blackhorse received the King's mandate to form a government the same day of the leadership vote, and his government took office on 10 October 2018.[6] It was the first time in Sabia and Verona's history that a government took office without a mandate formed through popular vote, a possibility that was only established in the 2017 Constitution.[6]

The Blackhorse administration re-started New Frontier negotiations with the Opposition as soon as it took office.[7] Blackhorse was successful in reaching a deal with the Democrats in order to make New Frontier a reality. The government and the Democrats finally reached an agreement in 2019, when the New Frontier plan went ahead and the newly formed territory of Doga Runann was claimed by the Kingdom. [8][9] Doga Runann was incorporated as a nature reserve, the first of its kind in Sabia and Verona's history.
