General Sir L. Panconi KCM is a former Deputy Prime Minister of Adammia, former Duke of Alluria and the former Leader of the Liberal Party of the Empire of Adammia. He is currently a general within the Adammic Army, commanding the 2nd Infantry Division.

Luca Panconi is a mathematics graduate of the University of Birmingham.
Micronational career
Panconi was notably the first of Emperor Adam I's flatmates in their university accommodation to be told about and to get involved in the Empire of Adammia, becoming the Colonel of the 5th Infantry Regiment in October 2016, and later being promoted to General of the 2nd Infantry Division. He is credited with coming up with the name of the then-colony of Alluria.
In October 2017, following the transition of the Adammic government from the old Yorkshire provinces to newer provinces situated near the University of Birmingham, Panconi was appointed as the Duke of the now-province of Alluria, giving him a Ruling Council seat. Soon afterwards, he joined the Liberal Party; on 13 November 2017, he was elected as the party's leader, after his predecessor Prince Jake stood down the previous day.
Panconi stood as the Liberal candidate in the November 2017 National Election, but finished in third place. After the victorious Moderate candidate Sir Alex Helliker became Prime Minister and formed a coalition with the Liberals, Panconi was appointed as Deputy Prime Minister.
During his time as Deputy PM, Panconi was inactive and never attended a single Ruling Council meeting. In October 2018, the President of his party, Emperor Adam I, pushed through a merger with the Moderate Party, forming the Liberal-Moderate Party, without consulting Panconi. This was in effect a coup against Panconi, as it was considered extremely likely that Lord Helliker would win the leadership of the new party. Panconi voted against the merger.
After his party lost the 2018 election, Panconi became an opposition backbencher. Following continuing political inactivity on the part of Panconi, Alluria was dissolved and ceded back to the United Kingdom in August 2019. Since then, Panconi has been effectively retired from Adammic politics, but continues to serve as a military officer.
