All citizens^ⓘ who are not on the blacklist,^ⓘ so long as they have completed mandatory training.^ⓘ Certain "restricted" firearms (which includes fully automatic guns) require extra training and even periodic psychological evaluations to be lawfully possessed. Possession applies also to wielding, so blacklisted individuals may not even use shooting ranges.^ⓘ Companies may possess firearms for resale so long as they are properly secured.

Can't sell to someone who isn't legally allowed to possess the firearm. Also, must collect a rather steep tax if selling a restricted firearm.
