The President of the Privy Council of Vishwamitra (Hindi: विश्वामित्र की राज परिषद के अध्यक्ष) is the head of the Privy Council of Vishwamitra and the most senior officer of state after the Prime Minister. The president is one of the senior advisers to the Rashtradhyaksh. Article 27 of the Constitution of the State specifies that the Rashtradhyaksh shall select and appoint a qualified person to be the president of the privy council from among a council of eighteen privy councilors. The president is assisted by a vice president who is the second senior-most privy councilor after the president and in case of vacancy of the presidency, the vice president succeeds to the top office.
History
At the time of the establishment of the privy council on 1 July 2020, the position of the Chancellor of the Privy Council was created for the second senior-most Rajpramukh to administer the duties of the head of the privy council. Varuna Sriraya, the first Upa-Rashtradhyaksh was appointed as the chancellor and remained in office until the dissolution of the first privy council on 29 July 2020. Following Varuna Sriraya's becoming the Rashtradhyaksh on 1 August 2020, he nominated his privy council on 14 August 2020 and nominated his co-monarch Tanishkaa Patranabish as the chancellor.
On 23 May 2021, the position of the president of the privy council was created in order to succeed the chancellor. The president was needed to be a member of the council who shall be responsible for the affairs of the council. Chris Ramsay was nominated as the first president on an acting basis thereupon, and was soon permanently appointed on 16 July. When the privy council was re-created on 28 April 2022, Jayden Dagsa was appointed as its president. The current president is Phillip Joseph Pillin who has been in office since 7 May 2023 and had held the position on acting basis between 7 April and 7 May 2023.
Appointment and precedence
The process of appointment of the president is specified in Article 27 of the constitution and in royal decree 237/2022. The article specifies that the Rashtradhyaksh shall select and appoint a qualified person to be the president of the privy council from among a council of eighteen privy councilors.
The president of the privy council receives a precedence immediately after the prime minister making the office of the president, the second most-important office in the nation.
Vice President of the Privy Council
The president of the privy council is often assisted by a vice president who serves as the senior-most privy councilor after the president. The office was first created for Phillip Joseph Pillin in August 2021 by the president Chris Ramsay. Pillin continued to hold the position until his appointed as caretaker prime minister on 21 October 2021. Phillip Joseph Pillin was reappointed as the vice president on 28 April 2022 following the re-establishment of the privy council.
The vice president receives a status equivalent to a cabinet minister of the union and ranks above all other privy councilors.
