His Royal Highness Dato Sri Utama Param Sri William Thomas Rudnitski Cooper (born 14 March 2006), is a Canadian micronationalist, statesman, politician, and military officer who is the founder and current Grand Duke of the Grand Duchy of Moletopia and has been reigning since 18 October 2020.

Apart from his involvement in Moletopia, Cooper holds several important positions in other micronations including that of Vishwamitra and Atiera. He is currently serving as the Leader of the Opposition in the Lok Sabha of Vishwamitra since 27 January 2022 and leads the Co-Operative Commonwealth Federation in Atiera.

A senior officer of the Baustralian Army, he is the Colonel of the Royal Baustralian Regiment, and a peer of the realm as the 1st Marquess of Ottawa.

Baustralia

In Baustralia, Cooper is a Baustralian peer holding the title of Marquess of Ottawa since 16 October 2022. He is a Member of the House of Lords, as well as a senior officer in the Baustralian Army.

Military service

Lord Ottawa was commissioned into the Baustralian Army on 12 January 2021 as a Lieutenant in the Royal Rifles. On 30 May, he was promoted to Captain, and was eventually appointed deputy commanding officer on 13 August. He remained in this position until 2 October 2022, when he reformed and took command of the Duke of Whyalla's Royal Baustralian Regiment as a highland regiment.
