The Honourable Jemina Hazarika, SPVB, DUMV, DPMP, DSBB (Hindi: जेमिना हज़ारिका‎, Assamese: জেমিনা হাজাৰিকা‎) is a Vishwamitran politician who is currently serving as the Mayor of Basistha City, the capital of the state of Basistha since 29 March 2023 replacing Chandan Das who held the additional charge of the Mayor of Basistha City since 2020. Prior to becoming the mayor, she has held numerous ministerial positions under various prime ministers and has also served as the Administrator of Basistha in 2019 and as the Chief Minister of Beltola between 2019 and 2020. She is the younger sister of Reshmi Hazarika, the Governor of Uttaranchal.

Personal life

Jemina Hazarika was born as the second child of her parents in 2005. She is the younger sister of Reshmi Hazarika, the current governor of Uttaranchal and the elder sister of Rajia Hazarika, former union minister. All three sisters of the Hazarika family have served on several important positions in the nation. She is a Muslim by religion.

Career

Early political career

Jemina Hazarika joined micronationalism on the pursuit of her classmate and friend Sarala Baishya in early 2017 and gained citizenship in the nation. She remained political active with the Friends Society Independent Party headed by Sarala Baishya and led the Basistha-faction of the party. Following the formation of the third Sarala Baishya ministry on 12 April 2017 under prime minister Sarala Baishya, Jemina was appointed to serve as a minister of state. She was appointed as the Minister of State for Finance, Salaries and Group Members Development which she served till 5 July 2017.

She is also widely regarded to have contributed to the bifurcation of Basistha from South Guwahati (now Beltola) in May 2017. She was elected to the 8th Lok Sabha representing the Basistha Rural constituency from the Independent Party and was appointed as minister in the unity government of prime minister Tanishkaa Patranabish on 5 July 2017. She was assigned the portfolios of the Minister of State (Independent Charge) in the Prime Minister's Office and as the Minister of State in the Ministry of Corporate Affairs and General Administration. In a cabinet reshuffle held on 8 September 2017, she was appointed the Minister of State (Independent Charge) for Sports and Youth Affairs and as the Minister of State for Parliamentary Affairs and Cabinet Affairs.

Following the resignation of prime minister Tanishkaa Patranabish on 25 December 2017, Varuna Sriraya was chosen to serve as the prime minister and he continued to lead the unity government. In the government formed under prime minister Varuna Sriraya on 25 December 2017, she was appointed as the Minister of State for Culture and Information and Broadcasting. She was elected to the 9th Lok Sabha as a representative of the Friends Societal Congress and was inducted to the council of ministers as the Minister of State (Independent Charge) for Cabinet Affairs on 21 March 2018 and continued to serve until 13 May 2018.

She served as the Parliamentary Secretary to the Cabinet Secretary from 14 May 2018 until 12 October 2018. In the executive cabinet of Varuna Sriraya formed on 12 October 2018, she was appointed as the Minister of State (Independent Charge) for Statistics and Programme Implementation and as the Minister of State for Defence. She served on both positions until 6 January 2019.

Having served as a minister of state for more than two years in the union cabinet, she longed to become a cabinet minister as there were no representation of Basistha in the cabinet. Despite of her strong will, she was re-appointed as a minister of state in the union cabinet of Tanishkaa Patranabish formed on 7 January 2019. She was allocated the portfolio of the Minister of State (Independent Charge) for Environment and Nature and Minister of State for External Affairs. In a reshuffle, she was appointed the Minister of State (Independent Charge) for Minority Affairs on 28 February 2019.

However, in a turn of events, she along with Sarala Baishya, Rajia Hazarika, Harlong Terang and Pranjit Kalita tendered their resignations from the union council of ministers on 13 March 2019. Following their resignations, they were expelled from the Friends Societal Congress party by President Varuna Sriraya who further announced the schedule for snap general election. Jemina joined the re-formed Friends Society Independent Party under the leadership of former prime minister Sarala Baishya and was elected to the parliament and served as a member of the opposition.

Administrator of Basistha

On 29 March 2019, she was appointed as the full-time Administrator of the Special Administrative Territory of Basistha by President Varuna Sriraya. She replaced her elder sister Reshmi Hazarika who held the additional charge of the administrator of Basistha following the resignation of acting administrator Mridul Amin. As the Administrator of Basistha, she was also invested as the Chancellor of the Order of Basistha, and as a Dame of the Republic.

By virtue of her position, she was nominated to serve as a permanent member of the National Planning Commission on 19 July 2019 following its reconstitution. She tendered her resignation as the Administrator of Basistha on 31 July 2019 and was succeeded by Ankurjyoti Thakuria, the Governor of Basistha on an acting basis.

Political career (2019)

Following her resignation as the Administrator of Basistha, she became a member of the first National Minorities Commission on 11 August 2019. She was appointed as the Chief Judicial Officer for Basistha on 4 September 2019 by the President and served as a member of the Supreme Advisory Council.

By late-September 2019, Independent Party president Sarala Baishya held talks with President Tanishkaa Patranabish and Prime Minister Tanishkaa Patranabish on matters regarding the merger of her party with the Friends Societal Congress. As an outcome of the talks, the Independent Party merged with the Friends Societal Congress resulting in the Congress' becoming the supermajority party in the parliament. As a result of the merger, Sarala Baishya was nominated by the party to officially succeed Anoushkaa Patranabish as the Vice-President of the Republic. Baishya formally took over as the vice-president on 29 September 2019.

As an agreement to the merger, Jemina Hazarika along with other MPs of the Independent Party were appointed to the council of ministers. Jemina was appointed as the Minister of State (Independent Charge) for Environmental Resources on 29 September 2019. She was elected to the Parliament from the Bhetapara Rural constituency of Beltola in a by-election held in October 2019. In a cabinet reshuffle held on 15 October 2019, she was appointed as the Minister of State (Independent Charge) for Sports and Youth Affairs and Minister of State for External Affairs. She served on both positions until 16 November 2019 when she was appointed as the Minister of State (Independent Charge) for Capital Region Development with the additional charge of Minister of State for Home Affairs.

On 20 November 2019, the Congress party formally nominated her to be the Chief Minister of Beltola state. Subsequent to her nomination, she tendered her resignation from the union council of ministers.

Chief Minister of Beltola (2019–2020)

Soon after being nominated by her party to serve as the Chief Minister of Beltola, she submitted her claim to form government to the governor Bhargab Jyoti Medhi. The governor accepted her resignation and formally appointed her to serve as the chief minister after the withdrawal of the President's Rule in the state on 22 November 2019. As the chief minister, she was also responsible for the maintenance of law, order, general administration in the state. Her tenure was marked by the unrest activities in the neighbouring territories. She served as the state's chief minister until 5 March 2020 when the President by an ordinance abolished the state governments.

Later political career

After the position of the chief minister of Beltola was abolished, she returned to the union cabinet as a minister of state on 22 March 2020. She was appointed as the Minister of State for External Affairs under the council of ministers of prime minister Tanishkaa Patranabish. In a reshuffle, she was appointed as the Minister of State for Finance on 29 March 2020, a position she held till 30 April 2020.

She was re-appointed as a minister under prime minister Princess Anoushkaa on 17 June 2020. She was assigned the portfolios of the Minister of State for Home Affairs and Internal Security. She served on the union council of ministers until 28 January 2021.

Mayor of Basistha City

After remaining on a political hiatus since 2021, she marked her return to politics after being appointed as the Mayor of Basistha City on 29 March 2023. She succeeded Chandan Das, the Mayor of Brikshasthana who had officiated the duties of the mayor of Basistha City for the last three years.
