The Second Minister of New Bavaria is the Deputy Head of Government of New Prussia who is chosen by the First Minister, upon winning the state general election. The Second Minister advises the First Minister and takes the First Minister's place in the event of the First Minister being indisposed, ill, or dead. The Second Minister is the Vice Chair of the Councilors of State and may also be a minister of one of the ministries.
Typically, the Second Minister is the person who is the Deputy leader of a party who has the majority of the General Assembly after an election, but the First Minister may chose someone else.
