The 2023 Rino Island Constitutional Referendum was held in Rino Island between April 24 and 28 of 2023. Prior to the referendum, the Grand Senate had approved the draft of the new Constitution, which was drafted by a committee of experts and the plenary of the National Unity Party. 60.9% of eligible voters participated in the referendum.[1]

The official result was 87 votes in favor of the "Yes" option (73.7%) and 31 votes for the "No" option (26.3%), thus the constitutional text was approved and came into effect on May 2, 2023, coinciding with the sixth anniversary of the national revolution.[1]

Campaign

The government based its campaign primarily on the exaltation of patriotic values and the need for an organized legislation, along with the massive citizen participation in the drafting process.[2] While no party or organization was openly opposed, citizen Luigi Rino publicly opposed certain transitional provisions that would prohibit the use of the surname "Rino".[3]

An external media outlet published a letter from the self-proclaimed "National Salvation Movement," which supported the proposal but heavily criticized the government authorities.[4]

Results

The results varied widely across each constituency. In Rino Island, the YES vote obtained 78 votes, equivalent to 76.5%. On the other hand, the NO vote obtained 24 votes, equivalent to 23.5%. In contrast, in the Territory of Pedro, the YES vote obtained 9 votes, equivalent to 56.3%, while the NO vote obtained 7 votes, equivalent to 43.8%.

It was the highest votation obtained by the opposition since 2017. This was attributed to various factors. It was generally estimated that people with citizenship in other micronations would vote against, as the New Constitution revoked their citizenship. In the overseas territory, it was explained that the new constitution abolished the autonomy status of the province, this would explain the discontent among Spanish citizens, including the governor of the territory, who did not publicly support the project.
