The Council of State (Spanish: Consejo de Estado) was a non-executive advisory body established to advise the Governing Board chaired by Don Anastasio López, established after the 2017 coup.[1] All of its members belonged to the National Unity Party or were affiliated with it.

It was the main legislative and advisory body of the Rino Island government while Anastasio López chaired the Government Junta. The organization was initially established as a body of the National Unity Party in May 2017, but later became a state institution on July 20, 2017, with the purpose of advising the government and collaborating in the formulation of laws.[1]

  • The members of the Council of State were as follows:
  • Two representatives of the Armed Forces
  • Two representatives of the National Trade Union Center
  • A representative of the ministers
  • A representative of the Courts of Justice
  • A former diplomat
  • A former senator
  • A former President of the Republic (Mr. Benedetto Samperi held the position)

The Council was convened by the President, and all decrees and laws created by the Council could only be approved by the President of the Junta.[1]

The Council of State initially developed few laws; however, under the government of Marco Antonio Rino, its activity was strengthened.[2] In 2018, it drafted the law of the Grand Senate,[3] and also ratified Marco Antonio Rino as president in 2018.[4] In 2019 however, it worked on the statute of the Overseas Territory of Pedro[5] and the National Unity Party Law. Later that year, it was dissolved when the democratically elected Grand Senate was restored.
