Preamble

In pursuit of stability and security for the people of the State of Lasetien and to promote their development and prosperity, this Constitution is hereby adopted to establish the principles of a democratic but authoritarian government.

Article 1-27

Article I: Form of Government and Principles

The State of Lasetien is a democratic authoritarian republic based on the principles of unity, stability and security.

The State of Lasetien respects the fundamental rights and freedoms of its citizens, but within the framework of national security and general welfare.

Article II: Legislative Power

Legislative power in the State of Lasetien is exercised by three bodies:

(i) The President - who represents the supreme executive power and presides over the National Council.

(i) The National Council - consisting of elected representatives of the people who pass and control laws.

(iii) The Cabinet - a collection of ministries responsible for various key areas of government.

Article III: Executive Power

Executive power lies with the president, who is elected by the population. The President is responsible for:

The execution of the laws and regulations of the National Council.

The appointment and dismissal of cabinet ministers.

The control of the Lasetic National Army and the security forces.

Article IV: Judicial Power

Judicial power lies with judges appointed by the President

Article V: Cabinet

The cabinet consists of the following ministries:

Ministry of Foreign Affairs - responsible for shaping and implementing foreign policy.

Ministry of the Interior - responsible for maintaining internal order and security.

Ministry of Defense - responsible for the security of the country and the coordination of the Lasetic National Army.

Ministry of Immigration - responsible for immigration policy and citizenship issues.

Ministry of Justice - responsible for upholding the rule of law and prosecuting crimes.

Ministry of Social Affairs - responsible for social services, education and healthcare.

Ministry of Finance - responsible for budget management and economic policy.

Ministry of Transport - responsible for planning and regulating transport.

Ministry of Commerce - responsible for promoting and monitoring commercial activities and protecting consumer interests.

Ministry of Climate - responsible for developing and implementing climate protection measures and promoting sustainable environmental practices

Ministry of Culture - responsible for promoting cultural activities, protecting cultural heritage in the country

The government is authorized to dissolve the ministries referred to in Section 4 Paragraphs (f)-(k) with immediate effect.

Every ministry that is newly integrated into the Cabinet must be approved by the President.

The National Council of Lasetien proposes a minister for a post-election ministry every five months.

The ministerial proposal must be approved by a head of state (usually the president or vice president).

A minister may be re-elected any number of times.

A ruling minister must fulfill the duty that the ministry has to fulfill

This includes the obligations listed in Section 4 Paragraph 1 GV.

The president can still impose duties on the goals.

The President can remove ministers from the ministerial post if he wishes

If a minister wants to start a project or change something, a conversation between the ministry and the President or National Council is important

In an emergency, a minister can issue an emergency decree to save the nation, the economy and its people

Any threatening actions against Germany are strictly prohibited.

Article VI: Lasetic National Army

The Laseti National Army is the armed force of the State of Laseti and is under the direct command of the President. The army's tasks include defending national security, preserving sovereignty and dealing with internal crises.

The Lasetic National Army is divided into 6 different divisions.

The ground troops are responsible for securing the country via the ground.

The Air Force is responsible for securing the airspace.

The Navy is responsible for securing and operating the Johannisbach.

The border guard ensures the security of the state's borders.

The security service is responsible for ensuring safety, security and order

The support troops are responsible for providing logistical and administrative support for military operations.

(i) These are divided into the Cyber Brigade and the Military Medical Battalion.

Article VII: Presidential Elections

(1)The President is elected directly by the people every five months.

(2) The President can run for unlimited consecutive terms.

Article VIII: Fundamental Rights

The fundamental rights of the citizens of Lasetien are guaranteed, however, these rights may be restricted in the interests of national security and public welfare if deemed necessary by the President or Cabinet.

Article IX: Constitutional Amendments

Constitutional changes after the official final decision require the approval of two thirds of the members of the National Council and the approval of the President.

The final decision is only reached when the constitution is finally seen as complete by the president.

Before the final decision, the presidential decree for constitutional changes is sufficient.

According to the final decision, Section 8 Paragraph 1 does not apply if a situation or situation could disrupt national security or work. The President is then in a position to do so if a state of emergency is declared under Section 18.

Article X: Rights of Citizens

(1) Every citizen of Lasetien has the inalienable right to life and personal security.

(a)The government is obliged to take appropriate measures to protect these rights.

(2) Citizens have the right to freely express their opinions and receive information through various data sources. The government respects freedom of the press and protects the independence of the media.


(3)Citizens have the right to freely choose and practice their religion. The government recognizes the diversity of religious beliefs and guarantees religious freedom for all citizens.

However, if a religion can give rise to extremism potential, sects or a national threat, the state is authorized and obliged to take countermeasures to protect the population

(4) All citizens are equal before the law, regardless of gender, race, ethnicity, religion or social status.

(5) The right to property is guaranteed and the government respects the private property of citizens. Expropriations are only permitted under special circumstances and against fair compensation.

Article XI: Duties of Citizens

(1) Every citizen is obliged to respect and obey the constitution and laws of the State of Lasetia.

(2) Every citizen who has the physical and mental capabilities is obliged to defend the state in times of emergency or war and to serve in the Lasetic National Army.

(3) Every citizen is obliged to pay their taxes and duties punctually and in full in order to support the community.

(4) Every citizen has the duty to maintain public order and to comply with laws and regulations in order to ensure harmonious coexistence in society.

(5) Citizens are called upon to support one another and act in solidarity to promote the well-being and cohesion of society.

Article XII: Economy and Labor

The currency of the Free State of Lasetien is the Lasetian mark

Essential goods and services are subject to a uniform VAT of +1%. Non-essential goods are subject to a uniform VAT of +5%.

All Lasetier who live in special tax districts are obliged to pay taxes to the state

If you have an income of up to 2,000 Lasetische Marks, you should pay 15% tax

For incomes of 2,000 marks or more, taxes are +10%

For top earners the tax is +7%

The working hours are a maximum of 30 hours per week

Article XIII: Right to Vote

This article regulates the right to vote for nationwide elections.

All people who have Lasetic citizenship are entitled to vote

That nationwide election takes place on January 11th, May 11th and September 11th in one year A referendum whose content does not directly affect the constitution takes place

force as soon as

(a) the election has ended,

(b) a majority of more than half of the voters voted positively for this,

(c) a majority of more than one-half of districts has voted in favor thereof.

(d) the President does not exercise a veto or this veto is overturned.


Citizens' initiatives and referendums

Citizens have the right to launch initiatives and call for referendums to directly decide certain issues. Such an initiative or referendum can be initiated by the consent of a certain number of citizens or by the National Council. The results of referendums are legally binding and must be respected by the government.

Vote of no confidence

General Provisions

(i) The vote of no confidence is an instrument used by the members of the National Council to check the confidence in the incumbent President or a member of the Cabinet.

(ii) The vote of no confidence can only be based on legitimate and serious reasons nder malpractices are used that endanger the proper functioning of the government and the well-being of the State of Lasetien.

Filing a motion of no confidence

(i) A motion of no confidence can be submitted by any member of the National Council. The request must be in writing and must set out clear reasons for not trusting the official in question.

(ii)The motion of no confidence must be supported by at least one third of the members of the National Council to be valid.

(iii) The President or the concerned member of the Cabinet has the right to comment on the allegations made before the vote of no confidence is taken.

Voting and consequences

(i) The vote of no confidence is decided by a secret vote in the National Council.

(ii) A qualified majority of at least two-thirds of the members of the National Council present is required for the vote of no confidence.

(iii) If the vote of no confidence is passed with the required majority, the official concerned shall be removed from office immediately.

(iv)In the event of a successful vote of no confidence in the President, a new presidential election shall be held within 30 days to elect a new President.

Impeachment and consequences

(i) After a successful vote of no confidence, the removed official has the right to challenge the decision before the independent Court of Justice.

(ii)During the proceedings before the independent court, the public official remains suspended and cannot carry out his official duties.

(iii)The term of office of an officer removed by a vote of no confidence shall terminate with immediate effect and he shall not be eligible to stand again for the same office.

Repeated motions of no confidence

(i) A motion of no confidence against the same public official cannot be made more than once within a term of office, unless there are new, serious reasons.

(ii)If a public official has been removed by a vote of no confidence and wishes to hold the same office again at a later date, a new one is required

Article XIV: Responsibility of the Government

The government of Lasetien State is responsible to the people and must act accountable. The President and the cabinet ministries are obliged to justify their decisions and actions before the National Council.

The President and members of the Cabinet have the responsibility to protect state secrets to ensure national security. Disclosing state secrets without authorization will have legal consequences.

Article XV: National Defense

The Lasetic National Army is responsible for the country's defense and national security. The President has the right to use the army to protect the sovereignty and integrity of the state if the need arises.

Article XVI: Federal Court

(1) The Court of Lasetien consists of three judges who are appointed by the founder or president for 3 years.

(2) Confirmation is carried out by the people. The judges are confirmed individually and their appointment is valid if: the election is over,

a majority of more than half of those who voted voted positively for this, and a majority of more than half of the federal states voted positively for it.

(3) The court interprets the Lasetic law and makes judgments according to it.

(4) Judgments of the court are only valid with unanimity.

Article XVII: Legal Protection

The judiciary in Lasetien State is independent and ensures the fair and equitable application of the laws. The judges are free from any influence and make decisions objectively based on the constitution and laws.

In certain cases, the government is allowed to influence the judiciary if it sees incompetent work in the judiciary.

Lasetien requires a constitutional protection agency that is authorized to check political activities to see whether they are in accordance with the constitution.

Article XVIII: Language and Culture

The official language of the state of Lasetien is German. The government promotes the preservation and promotion of Lasetic culture, language and traditions.

The state is prohibited from committing actions or laws against German and Slovak culture, language and traditions.

If a lawsuit is filed and the court finds the lawsuit reliable, it could cause the government to resign.

Lasetia has 15 public holidays with respective ceremonial hymns:

January 1st : New Year : Day of the New Year

January 2: Slovak Day: A day dedicated to the Slovaks in and outside Laseti. The ceremonial anthem is Hej Slovaci

February 27th: Freedom Day: Day to commemorate the start of the German Revolution in 1848. The ceremonial anthem is The Thoughts are Free

March 11: IIndependence Day: Most important holiday in Lasetia, anniversary of the declaration of independence. The ceremonial hymn is that according to §17 paragraph 4, O Lasetien, the land of strength

June 1st: Children's Day: A day dedicated to children in the country.

June 8th: Founder's Day: Birthday of the founder of the State of Lasetien.

June 10 - August 1: Summer break. Pausing all political activities. Ceremonial hymn is In Honolulu (i) May be changed or omitted as required.

October 3rd: German Day: Celebration of the reunification of East and West Germany. The ceremonial anthem is the Song of the Germans

October 31st: Halloween

The State of Lasetia recognizes the importance of cultural diversity and is committed to protecting and promoting Laseti culture, language and traditions. The government can take measures to preserve and enhance cultural wealth.

Article XIX: Emergency Laws and Exceptional Situations

In the event of an exceptional threat to the security and integrity of the state or during a serious crisis, the President may issue temporary emergency laws with the approval of the National Council.

These laws may restrict certain fundamental rights in order to adequately address the challenges. The emergency laws may only apply for a limited time and require regular reviews by the National Council.

Article XX: Citizen's duty to defend

In times of a declaration of war or in the event of an external threat, the President may order a general mobilization to call upon citizens to defend the state. In such situations, all physically and mentally capable citizens are obliged to follow military orders and make their contribution to the defense.

Article XXI: Necessity of consent in military actions

The President has the authority to command military actions on behalf of the State of Lasetien. However, extensive military operations and wars that have a certain duration or effects require the prior approval of the National Council.

Article XXII: Media Control

The government has the right to monitor and control the media in the interest of national security to prevent misinformation or threats. Freedom of expression is respected, but the dissemination of demonstrably false information or incitement against state integrity may be prosecuted.

Article XXIII: Territorial Integrity

The territorial integrity of the State of Lasetien is inviolable. No part of the national territory may be ceded or abandoned unless this is done by a clear consent of the majority of citizens in a referendum.

Article 23, paragraph 1 is invalid with immediate effect if Article 25 arrives and is announced by German powers or the Lasetic President.

Article XXIV: Constitution as supreme law

This Constitution is the supreme law in the State of Lasetien. All laws, regulations and acts of the Government shall be in accordance with this Constitution. Any attempt to amend or abrogate this Constitution shall be legally void.

The Government, the Cabinet and the citizens are obliged to ensure the upholding and implementation of this Constitution.

Article XXV: Reference to the Federal Republic of Germany

The government is obliged to turn against so-called “Reichsbürger” and groups at home and abroad that violate and do not recognize the territorial integrity of the Federal Republic of Germany and, if there is suspicion of terrorism, to hand them over to the German authorities.

In the case of serious crimes within Lasetien, the respective Lasetien authorities are obliged to report the cases to the nearest German police authority If Germany's V case occurs, Lasetien will be dissolved with immediate effect and peaceful incorporation will occur

Article XXVI: Districts and Territories

Districts are inhabited areas and are subject to the regional association, which is divided according to the respective countries or ethnic groups.

Territories are uninhabited areas and are directly subject to the Lasetic state.

The election of the governor takes place in districts through general elections; depending on the area, the leading party can appoint a governor.

If a governor acts unconstitutionally or otherwise threatens the well-being of the country or the citizens, he can be removed from office

For districts, it is the norm for residents of the district to take up the position.

In territories, the elected government can appoint a governor.

The Lasetian constitution and laws are in any case superior to those of the districts

The respective governors are part of the Council of Governors, which exchanges information as needed.

The special administrative zones are officially under Lasetic administration however not control.

Those citizens who live in the SVZ have limited participation in elections and are not entitled to pay taxes.

Lasetien guarantees certain autonomy to the respective districts When Article 18 comes into force, this section shall be invalid

Article XXVII: Principles

The Constitution always takes precedence over all other laws and statutes

New law always takes precedence over the old law

A loophole in the law does not imply freedom of interpretation; The word of the founder or the incumbent president applies to gaps in the law.
