Tomás Ríos was the former President of the Republic of Rino Island and Hispanic micronationalist, active between 2014 and 2017. He was twice President of Rino Island, Marquis of the Christian Kingdom of Tovaria, Knight of the Karnia-Ruthenia Empire and candidate for the General Secretariat of the United Micronations Organization.
His first government was initially successful in intermicronational relations, allowing Rino Island to join the United Micronations Organization in 2015. However, he became involved in various conflicts with other micronationalists that led to a failed coup on Rino Island. After accusing Timeria of espionage against himself, he dissolved the Grand Senate of Rino Island and tried unsuccessfully to establish his own constitution.
After the 2016 elections, in which Jair Meza was elected, he moved away from micronation, only to reappear, overthrowing the provisional president Jorge de Antillón, who had replaced the late Jair Meza. His second government, only one month long, allowed another constitutional reform and the establishment of the Francisco Gomez dictatorship.
After the restoration of Rino Island on May 2, 2017, the provisional government of Anastasio López expelled him from all positions, and prohibited him from any political or public activity on Rino Island. After this he disappeared from the micronational activity. It has been reported that he sabotaged the micronation's website and social media several times during 2017-2018. In 2019, a law again prohibited him from any micronational activity on Rino Island.
Anastasio López, in his monumental "History of Rino Island" points out that the bad governments of Tomás Ríos caused the serious institutional crisis of Rino Island of 2016-2017.
