The Chief Minister of Purvanchal is the head of government of the Vishwamitran state of Purvanchal who serves alongside the Maharaja of Purvanchal who is the executive monarch of the state and hence also serves as the head of state and head of government in the state. Since November 2022, the position has been held by Shivangi Roy who was appointed following the election of then chief minister Princess Bishakha to the 15th Lok Sabha. Unlike the position of the Prime Minister in the federation, who is required to command the majority of the Lok Sabha, the Chief Minister does not command or hold any position in the state's legislature and serves in office at the pleasure of the ruler. The chief minister is appointed by the Maharaja of Purvanchal, the monarch of the state or in their absence by the Regent.
History
The position of the chief minister originated in the state of Purvanchal, formerly Greater Guwahati and Brihattar Guwahati, following the bifurcation of the state from Uttaranchal (then North Guwahati) on 1 January 2017. Under the provisions of the Federal Divisions Act of 2016 which created the positions for the governors and chief ministers of the states, the position of the chief minister in Purvanchal was created immediately after the state's formation. The first office-holder was Saikat Seal, the outgoing Governor of North Guwahati who was appointed and sworn-in to office by the first Governor of Greater Guwahati, Arnab Sil. At the time of creation of the office, the constitution did not mandate for the chief minister to command the confidence of the people and was merely appointed by the governor.
However, the first ever elections for the states' chief ministers took place in April 2017. Himprakash Deka was the first-ever democratically elected chief minister of the state who was elected to office during the 2017 state legislative assemblies election. The position was abolished by act of the parliament on 5 July 2017 transferring the powers and duties of a separate head of government upon the largely ceremonial and appointed state governors.
On 20 July 2019, the position of the chief ministers were reconstituted by letters patent issued by the President. Nishwan Baidantic was the first chief minister to be appointed following the re-constitution of the position. Following his induction to the union council of ministers on 2 September 2019, he submitted his resignation and was succeeded by Manoj Chetry. Chetry was appointed as the Lieutenant Governor of Basistha on 25 October 2019 which led to President's Rule being imposed in the state with Governor Rajdeep Deka taking over the full administration of the state. Three days later, the President's Rule was withdrawn and Himprakash Deka, a former Chief Minister of Beltola was appointed as the Chief Minister of Purvanchal. On 5 March 2020, the President issued an order dissolving all the regional governments and transferring all powers as federal government to an unitary government making the union government the most powerful of all.
The position of the chief minister in Purvanchal was re-introduced on 4 July 2022, thus making Purvanchal the first and only state to create such position after the abolition of the republic in June 2020. Princess Bishakha was appointed as the first office-holder on 4 July 2022 by the Regent of Purvanchal Princess Sarala. Following Princess Bishakha's election to the 15th Lok Sabha in November 2022, she was succeeded as the Chief Minister by Shivangi Roy on 28 November 2022.
Appointment
Under the republican era, the Chief Minister used to be appointed formally by the Governor on the advice of the President and the union council of ministers. After the re-creation of the position in 2022, the Chief Minister has been appointed by the state ruler at their own discretion in consultation with the heir to the throne. The Chief Minister remains in office at the pleasure of the ruler.
Functions
The Chief Minister is the head of government and is mostly responsible for:
- the day-to-day administration of the state.
- welfare of the citizens.
- appointment of local officers and civil servants of the state.
- affairs related to the law and order.
