The Federal Union of Wegmat is a federation made up of twelve provinces, two federal districts, four organized territories, and multiple unorganized claims. The provinces and territories are organized into seven federal justice districts and twelve federal administrative regions, although these regions are for dividing offices and resources of the federal government.
Prior to the 2020 constitution provinces were not home rule and the nation was far more unitary. Provinces were ruled by local governments usually consisting of 2 or 3 provinces. This system was abolished in Paradise City v. Local Government of Thatcher and provincial authority was defined in Carrol v. Wegmat Authority.
The first provinces were the North and South provinces and the first instance of modern-day provinces were Gliffork and Essef.
Provinces
Provinces are similar to U.S. States in that they are governed by a State government and have independent legislatures and court systems. Provincehood is reached when Wegmat Parliament votes to admit a new province by a petition of 5 people to amend the constitution and a Provincial Constitution submission. In the Federal Union era provinces has historically been admitted by changing from the de facto status of territory to province.

Territories
Territories are organized areas under the exclusive jurisdiction of the federal government. Although considered to be unconstitutional in the Federation Article the government holds these territories on the basis the population is too small to be democratic. Only two territories are populated. Territories have historically been predecessors to provinces and have been administered by a Federally organized commission for the territory that is administrated. Only one territorial commission exists which administers Escanaba River and Little Presque.
